Job Summary:
You will manage all activities related to the quantification, shipment, receipt, storage/warehousing, dispatch, and distribution of goods to advance the delivery of high-quality programming to the poor and vulnerable. Your knowledge and experience will allow you to anticipate and manage commodity and logistics needs and challenges, and identify solutions, as you apply the principles of stewardship, integrity, transparency, and accountability.
Roles and Key Responsibilities:
* Provide technical oversight and direct supervision of the program’spharmaceutical and non-pharmaceutical supply chain componentthroughout the project cycle to ensure effective and timely start-up, implementation and close-out are in line with CRS policies, CRS program quality principles and standards, donor requirements, and good practices.
* Ensure program and operational plans reflect operational constraints including insecurity and seasonal access. Ensure project team use the appropriate systems and tools, including but not limited to all Ministry of Health (MoH) stock management tools (e.g. goods receiving notes, stock cards, monthly stock consumption reports, stock resupply/orders and LMIS) and any supplemental tools to ensure compliance with CRS and donor regulations.
* Develop and implement quantification models, including budget, to determine resource requirements for procurement.
* Liaise with host government, UN and I/NNGO partners, and any other relevant stakeholders to ensure smooth reception of international and local medical supply orders, with attention to efficient customs clearance.
* Work collaboratively with the Supply Chain Manager and Program Manager II- Nutrition to ensure that program commodities are available to meet program needs and are distributed to program sites securely and on time, recognizing significant logistics challenges in remote and insecure field locations, including seasonal access constraints.
* Ensure quality of field pharmaceutical supply chain, including LMIS management, storage, export/import, distribution, management of medicines, medical equipment, and medical supplies within healthcare facilities, healthcare waste management and controlled drug management.
* Establish systems to ensure appropriate tracking of pharmaceutical and non-pharmaceutical commodities in health facilities to prevent stock-outs, expiry or wastage. In collaboration with the Program Manager- Health use data to improve rational use of medicines.
* Prepare timely and detailed reports on Emergency Supply Chain response
Knowledge, Skills and Abilities
* Technical experience managing pharmaceutical and non-pharmaceutical commodities, preferably in South Sudan, including knowledge of best practices around storing, managing, distributing and reporting on pharmaceutical and non-pharmaceutical commodities.
* Technical experience interpreting key monitoring and evaluation indicators and data and using it to make quality assurance decisions and reporting.
* Demonstrated understanding of USAID supply chain policy and regulations and existing health pharmaceutical supply chain actors and processes. Knowledge of the South Sudan EML, STG, and reporting tools preferred. Strong critical thinking and creative problem-solving skills with ability to make sound judgment. Proven ability to plan and manage multiple tasks in parallel to optimize the short seasonal implementation window in multiple locations. Capacity to respond rapidly to evolving challenges, devise appropriate solutions and achieve results.
* Cultural awareness and the capacity to learn rapidly and adapt management approaches to varying cultural and security contexts.
Preferred Qualifications
* Proficient in MS Office package (Excel, Word, PowerPoint, Visio). Experience with commodity tracking systems is a plus.
Required Languages – English
Travel: Must be willing and able to spend up to 80% of time in remote and insecure field locations.
Supervisory Responsibilities:
Warehouse Manager. The post provides technical oversight to program teams implementing activities at field level.
Key Working Relationships:
Program Manager II-Nutrition, Program Manager- Health, Pharmacist and health, nutritional, and WASH technical and program teams, operations teams and regional technical advisors.
External: UN agencies (namely WHO, UNFPA and UNICEF), peer agencies, national and state Ministry of Health, national and state level logistics, health and nutrition clusters, Relief and Rehabilitation Authority (clearance), National Revenue Authority (customs) and local government authorities.
Basic Qualifications:
* Bachelor’s Degree in logistics and supply chain (preferable), public health, pharmacy (with additional training on health commodity management), medicine or related field. Additional experience may substitute for some education.
* Minimum of 2 years’ experience in managing moderately complex health and nutrition programs in a remote and insecure field setting, preferably with an international NGO, with specific experience with the health commodity supply chain.
* Demonstrated experience working in conflict settings. Proven previous experience in Emergency Supply Chain Preparedness and Response.
* Experience in supporting the delivery of primary health care in resource constrained environments.
* Experience with USAID commodity management guidelines.
