ORGANIZATIONAL PROFILE

Secours Islamique France (SIF) is an international Non-Governmental Organization founded in 1991 in France and has been working around the world since then. In Kenya and Somalia Mission, SIF supports vulnerable communities through several humanitarian and development assistance programs.

JOB SUMMARY

Under the supervision and guidance of the Field Coordinator, the Logistics Officer is responsible of the overall implementation of the procurement services in Somalia to support SIF operations, programs and staff. The Logistics Officer shall ensure procurement complies with procurement policies, procedures and donor guidelines.

KEY TASK AND RESPONSIBILITIES

The Logistics Officer will perform the following specific tasks and responsibilities

Procurement

  • The Logistics Officer will be responsible for all office procurement
  • Comply, respect and abide by SIF procurement procedures & Donor procurements and guidelines.
  • Prepare and ensure that purchasing requests documentations are properly filled according to SIF threshold.
  • Collect quotations from suppliers on relevant procurement.
  • Participate in drafting and reviewing contracts and/or framework agreements between SIF and suppliers.
  • Participate in the elaboration of a price list that is updated regularly.
  • Update the supplier list regularly.
  • Prepare and consolidate the Procurement Monthly report (MLR) of the stationed office.

  • Liaise with the Administration Department, Programs teams, Finance Department on procurement and payment activities
  • Follow the validation process and ensure validation is done.

Stock Management

  • Manage periodical inventories of the Stock and equipment’s
  • Ensure the correct storage and management of assets/furniture and other equipment with the right documentation
  • Verify that all items ordered are received and inform the carrier / supplier/ shipper/ consignor if there are any missing or damaged items.
  • Update the Equipment List for each new assets according to SIF procedures
  • Handle stock in and out, including unpacking, putting-away, picking, packing, labelling and dispatching assets/furniture/stock.
  • Prepare Goods Received Notes (GRNs).
  • Edit Donation/Destruction/Sale Certificates as guided.

Fleet Mangement

  • Communicate with program and support team regarding vehicle movement schedules
  • Coordinate all flight / Hotel bookings and organize pick up and drop arrangements with the Support of Administration Officer
  • Ensure that vehicles are very well maintained
  • Ensure that all vehicles have first aid kits, fire extinguisher, spare tires and an emergency kit.
  • Ensure that all drivers maintain the daily log sheets signed at all times of movement

Facility maintenance

  • Undertake the renovation/ maintenance of SIF premises- office
  • Make sure that all utilities are functional and available (Electricity, Water, Phone, internet etc)
  • Make sure all premises are secure and protected from all threats (theft, electrical surge, fire etc).
  • Make sure all premises are equipped with a first aid kit and fire extinguisher.

Reporting

  • Participate in the review and consolidation of the monthly Procurement report
  • Participate in the procurement plan update in PMP report
  • Provides regular detailed reports on all Procurement operations of the base to the Senior Logistics Officer.
  • Report any challenges/issues that may occur within the department

Others

  • Attend to any other Logistics or program duties as deemed necessary by Senior Logistics Officer or Line Manager.
  • Make regular field visits to give support to bases

QUALIFICATIONS AND EDUCATION REQUIREMENTS

  • University degree in a relevant field with 3 years of experience in a similar role for a NGO with progressive responsibility, professional certification in mechanics preferred
  • Management experience including capacity building
  • A proactive person with initiative and drive, honesty with a high level of integrity; a team-player with good planning, time management and problem-solving skills.
  • Ability to work under adverse conditions which may change quickly requiring flexibility
  • Ability to work in a cross-cultural environment.
  • Fluency in spoken and written English and Somali language
  • Proficient in Microsoft Office, with good understanding of excel
  • Must be of Somali Nationality
