General context of the project

INTERSOS has been working in Chad since 2004, with humanitarian operations focused on protection, health and nutrition, food security, and water, hygiene, and sanitation (WASH).

In Chad, INTERSOS implements projects in the Lake and East regions for internally displaced persons and Sudanese refugees. After a hiatus in 2016, activities resumed in 2017 with a focus on protecting human rights, particularly those of children and women, through the establishment of Child Friendly Spaces, GBV case management, social cohesion, community rehabilitation, and access to safe drinking water, health, and food security.

General purpose of the position

Define and implement all procurement, logistics, ICT, and mission support strategies, ensuring the relevance and consistency of logistics and procurement systems, the adequacy of available resources, and compliance with INTERSOS standards, protocols, and procedures to promote mission development and optimize project impact.

Work closely with program and administrative staff to ensure comprehensive reporting, support, and assistance for all INTERSOS activities.

Responsible for the logistical management of the IMP software and is a member of the Senior Management Team (SMT).

Main responsibilities and tasks:

Coordination and support

  • Actively participate in defining and updating annual project plans and budgets, defining strategies and advising the head of mission on how to translate identified logistics, procurement, and ICT needs into objectives, priorities, and resources required for the mission.
  • Responsible for monitoring the implementation of logistics, procurement, and ICT activities in the mission (construction and rehabilitation, storage and supply of non-medical and medical equipment, fleet management and transport, water and sanitation, vehicles and engines, equipment/facilities and infrastructure, security rules (implementation and enforcement), ICT, property, etc.).
  • Ensures compliance with INTERSOS standards, protocols, and procedures throughout the mission and in accordance with donor requirements, including in the area of procurement. Report to the Head of Mission on the development of ongoing programs and propose reorientation strategies as needed.
  • Responsible for providing technical reference and support for all logistics, procurement, and ICT issues in the mission, providing guidance to logistics staff, and representing INTERSOS in meetings with authorities, other NGOs, and coordination networks on technical and logistical issues.
  • Ensure the production of SOPs at the mission level (if necessary) for logistical needs.

Logistics information management

  • Provide monthly reports to the head of mission, the regional logistics and supply coordinator (via the ERP system), and relevant individuals on the progress of projects and missions from a technical and logistical perspective, and propose corrections where necessary.
  • Ensure that the data entered into the INTERSOS Logistics software (Intersos Management Platform – IMP) is used correctly and is accurate. Provide training to mission staff as necessary and support the implementation of the INTERSOS Logistics software in missions.

Supply chain management and procurement

  • Monitor overall procurement performance for the mission. Ensure effective and cost-efficient procurement planning by liaising with technical staff, field coordinator, and/or project managers. Ensure that online procurement plans are created on IMP and kept up to date, while ensuring compliance with INTERSOS and donor procurement policies and procedures at all times. Research to determine the best products and suppliers in terms of best value for money, delivery times, and quality.
  • Coordinate with the administration and finance department to ensure that supplier payment processes are carried out on time and in accordance with financial systems.
  • Plan and carry out field checks to ensure consistency in the process, application, and maintenance of appropriate documentation and filing.
  • Develop and implement instructions, policies, and procedures for managing service contracts. Review and reevaluate existing service contracts and oversee regular rent, utility payments (i.e., electricity, water, gas, etc.), office and guest house maintenance contracts, and operating cost procedures. Ensure that they are properly handled by the Logistics and Supply Officer and assistants, administration, and/or focal points.
  • Ensure that the procurement manager/deputy and field coordinator (logistics and procurement officer) maintain an up-to-date list of pre-qualified suppliers per base.
  • Responsible for ensuring the proper storage of all project materials in the warehouse/stockroom, in accordance with INTERSOS procurement SOPs and regular quarterly inventory checks.
  • Verify and coordinate with logistics staff that deliveries of goods are made as planned and properly stored.
  • Prepare and launch tender documents in coordination with the procurement team.

Transportation Management

  • Ensure that INTERSOS’ fleet management model, movement security protocols, and brand identity manual are applied in the field—the fleet is checked and regularly maintained, vehicles are insured, and taxes are paid.
  • Ensure adequate monitoring of fuel consumption and use of vehicle logbooks, maintenance logs, oil logs, and other fleet formats and templates by the field coordinator’s logistics staff. Ensure that appropriate vehicle documentation (i.e., rental, insurance, mechanical inspection, etc.) is properly managed by logistics staff.
  • Contribute to the development of sustainable approaches to transport management by streamlining INTERSOS’ environmental policy and suggestions from regional offices.

Facilities and Communications Management

  • Oversee the installation and maintenance of functional office spaces and guest house facilities with adequate living conditions and in accordance with INTERSOS minimum standards and brand identity manual. Ensure that defined safety and security measures are implemented and conduct inspection visits to assess facility rehabilitation needs.
  • Ensure that facilities have appropriate IT and communications infrastructure and equipment to maintain INTERSOS software platforms and in accordance with policies and procedures – enabling continuous communication between assets, projects, bases, and headquarters and good base management. Ensure that all mission staff receive adequate training in the use of available communication equipment (e.g., satellite phones, HF/VHF radios, computers, etc.)
  • Contribute to the development of sustainable approaches to facilities management by streamlining INTERSOS’ environmental policy and suggestions from regional offices.

Asset Management

  • Oversee the purchase, use, and maintenance of IT assets, office and project equipment, and communication tools, ensuring that all mission assets recorded in the ERP system are documented, assigned unique INTERSOS asset numbers, labeled, and registered in accordance with asset management policies and procedures.
  • Report the list of assets at the end of the project and supervise the transfer of assets according to the destination defined with the programs department.
  • Oversee the regular verification of fixed assets on a quarterly basis.

Human resources management

  • Coordinate the logistics team and participate in HR processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff development, and internal communication) to ensure both the sizing and the amount of knowledge required for the activities for which it is responsible.

Applied security

  • In collaboration with the Head of Mission and the Security Coordinator (where applicable), he/she is responsible for co-defining and monitoring the technical aspects of the risk reduction policy, transport, communication, protection, identification, and preparation of the technical aspects of the mission’s security policy and guidelines, the evacuation plan and emergency plan, daily monitoring of security rules, and reporting any problems to the Head of Mission. To this end, in the absence of a dedicated security focal point, the logistics coordinator must create an appropriate environment to facilitate the exchange of information on security situations. This is to ensure security in the absence of the head of mission.

Required profile and experience

Education

  • Master’s degree required with a specialization in logistics and/or supply chain management.

Professional Experience

  • At least four years of professional experience in relevant logistics positions and previous humanitarian experience with NGOs in developing countries are essential. Previous experience in emergency situations is desirable.

Professional Requirements
