mothers2mothers (m2m) is an Africa-based NGO that unlocks the potential of women to eliminate paediatric AIDS and create healthy families across eight sub-Saharan African countries. m2m trains, employs, and helps empower HIV-positive women to work as community healthcare workers in understaffed health centres and underserved communities. Through a peer-to-peer approach, these ‘Mentor Mothers’ deliver a range of health services, advice, and support to women and their families. Started in Cape Town, South Africa in 2001 with an initial focus on preventing mother-to-child transmission of HIV, m2m has innovated and built on its strengths and now provides family-centred support for a range of related health and social issues spanning pregnancy, birth, childhood, and adolescence. It also partners with governments and other NGOs on the adoption of its programme to spread the Mentor Mother Model and its benefits. m2m has a track record of scaling its services and proven impact. To date, m2m has reached over 11M women and children under two, and created more than 10,000 jobs for African women living with HIV.

Financial and Operations Manager – Malawi

Will be responsible for overall financial management and administration for the DREAMS AGYW services and HIV case finding work This includes being responsible for efficient resource deployment and use, program accounting and financial reporting systems, cost-share and related reporting and ensuring compliance with funder financial and accounting rules and regulations.

Key Performance Areas:

Oversee Financial and Accounting support to the programme

  • Provide financial accounting and management support to the Chief of Party;
  • Oversee the coordination of the accounting processing and related work processes related to Programme transactions;
  • Lead in the development and management of Finance team Annual Work plan;
  • Track grant receipts and ensure proper recording of grant receivables.

Ensure the Financial Integrity of the programme

  • Manage accounting and financial internal control systems in order to provide appropriate level of security over the programme’s resources and operations;
  • Lead implementation of organisational and donor financial policies and procedures;
  • Manage the financial and compliance aspects of donors and ensure that expenses are incurred consistent with grant agreements and contracts;
  • Oversee the monthly closing of accounts and reconciliation of all accounts;
  • Ensure timely and accurate submission of financial data, reports, financial narrative and variance analysis;
  • Monitor cash flow through preparation of cash budgets and funding requests to ensure that sufficient cash is always available to meet operational needs;
  • Provide support during internal and external audit and ensure that appropriate measures are taken to address audit findings and recommendations;

Manage financial administrative functions

  • Establish and oversee documentation and filing system for all financial documentation in accordance with legislative and funder requirements;
  • Manage implementation of efficient and effective financial administrative and procurement processes at programme level;
  • Ensure proper use and maintenance of physical assets and office, including vehicles, equipment, and furniture and office buildings.

Lead financial management functions: budget development and management, financial reporting

  • Lead development of programme/project and Proposal budgets;
  • Financial analysis and reporting to internal and external stakeholders including analysis of information needs at all levels of the programme.
  • Provide financial management advice and assistance to the Chief of Party and Team leads, including in the preparation and monitoring of project budgets, spending trends, revenue projections and resource mobilisation planning;

Line Management of Finance staff

  • Lead and supervise of the programme Finance team.
  • Performance management of Finance team staff;
  • Mentorship and career development support and training to Finance team members.

Grants management; Capacity building and knowledge transfer

  • Conduct needs assessment and capacity gaps of the partner organizations
  • Carry routine grants implementation financial verification and monitoring of resources to ascertain efficient resources utilization and compliance with the donor rules and regulations
  • Plan, coordinate and conduct capacity building trainings and mentorship to project staff and partner organization
  • Support chief of party in management of grants ceilings for the partner organization

Qualification and Experience:

  • Master’s Degree in Business Administration, Finance, Accounting or other relevant field; or, a Bachelor’s or certified accounting degree with 10 years’ experience.
  • Minimum 8 years’ experience in accounting, operations and financial management of large-scale, complex, international development assistance programs.
  • Demonstrated supervisory experience, interpersonal skills and team building experience.
  • Familiarity with USG financial reporting and compliance requirements.
  • Demonstrated experience and skills in developing and managing large budgets, including proficiency in relevant computer applications and databases.
  • Three to five years of relevant grants and contract management experience, including experience enhancing financial management capacity of civil society organizations.

  • Focused and versatile team player that is comfortable under pressure
  • Strong analytical thinker with sound business and technical acumen
  • Highly independent individual, results and solution oriented with ability to prioritise and produce high quality outputs consistently
  • Demonstrated written, presentation, communication and organisational skills in English
