MCDI is currently seeking candidates for a Malaria Technical Director position to lead an anticipated Malaria Bilateral project in Burkina Faso (funded by USAID). The Malaria Technical Director will act as MCDI’s key representative within the project and will be responsible for the overall planning, coordination, and execution of all malaria activities (prevention, diagnosis, and treatment) at the county, district, and facility level for improved
delivery of malaria-related services. S/he will liaise with and maintain productive collaborative relationships with in-country partners, Ministry of Health/National Malaria Control Program and other departments and other stakeholders working in malaria, such as local NGO, private sector representatives, WHO country office, etc.

Responsibilities:

The Malaria Technical Director will:

Work in close collaboration with the Chief of Party and other members of the senior technical management team to develop tools and strategies to address all malaria-related activities for improved patient outcomes

Contribute to strategic planning, implementation, and monitoring of malaria-related functions such as prevention, treatment, and diagnosis Provide technical leadership on implementation and use of treatment protocols, improved
quality of preventative and counseling services, malaria in pregnancy, seasonal malaria chemotherapy, malaria diagnostics, supervision and quality assurance/quality control

Supervise and lead service delivery improvement teams for all relevant activities

Provide case management training and continued adaptation of materials for the enhancedclinical and diagnostics supervision process Lead the design and implementation of relevant interventions ensuring they are realistic, appropriate, effective both in cost and impact, and aligned with donor and stakeholder expectations

Contribute to regular and ad hoc project reporting and the development of project deliverables

Strengthen
community and facility level technical capacity to deliver basic integrated
health services, including the capacity to replicate, sustain and bring to
scale successful activities

Track and report
on accomplishments of activities within the work plan;

Strengthen the
delivery of malaria-related services by responding to gaps identified in areas
of referrals, case management, seasonal malaria chemotherapy or malaria in
pregnancy interventions

Qualifications/Requirements:

The Malaria Technical Director will:

Have a clinical or medical degree in a
health-related field (MD, RN, etc); a Masters’ degree is a plus

A minimum of 10 years’ professional
experience implementing health programs in malaria programs: diagnosis, treatment,
prevention, control and/or malaria elimination, either in an academic, research
and/or program setting with at least 5 years in a senior management position

Experience preventing malaria in pregnancy,
malaria case management and seasonal malaria chemotherapy is required

Demonstrated
ability in program design, strategic planning and integrated approaches to
community-level service delivery improvement

Demonstrated
experience working effectively with program staff, implementing partners, civil
society organizations, community leaders and local government authorities to
implement and strengthen community and facility based malaria services

Demonstrated
ability in coaching, mentoring and supportive supervision for quality
improvement

Experience in project management, managing
staff and resources to execute research or field implementation programs is
required

Experience working with malaria donors
such as USAID, PMI, World Bank, Global Fund, and DfID is preferred

Experience in writing scientific reports, manuscripts,
and peer-reviewed publications is preferred

Strong interpersonal skills, team player
and makes her/himself available as needed

Excellent written and oral communication
skills in French and English required

Proficient in the use of the standard
Microsoft Office package with particular experience using Words, Excel, PowerPoint
and Internet Explorer, Outlook

Willingness to be based in Ouagadougou
with significant domestic travel

Priority will be given to Burkinabe
nationals
