Salary: £30,775 – £35,798 p.a

Job Purpose
CAFOD is seeking expressions of interest from qualified candidates for Master Fishers Specialist for an exciting EU funded project in Liberia. The project will seek to support the development of a self-sustaining and pro-active Fisheries Co-Management Association, responsible for provision of a wide range of services to its members, from net to plate. A key aspect of this will be hands on practical support to small scale inshore fishermen, in the use of new, selective fishing gears, catch handling at sea and ashore, basic seagoing and safety skills, and the introduction of simple marine electronics and hydraulics.
Working as part of a team that will also deliver training and support ashore in basic fishing gear and GRP boat manufacture, collective marketing of high value species, new hygiene practices and development of a local Association that will take on responsibility for managing inshore fisheries in the community, the position will be full time and based in Harper, Maryland County of Liberia.
Job Scope
The Master Fishers Specialist will be responsible for providing training ashore and at sea, in all aspects of operating inshore fishing vessels, both paddle boats and larger vessels powered by outboards. This will include assessing all aspects of current fishing practices, and subsequent introduction of appropriate new fishing gears, fishing methods and catch handling techniques. This will include practical raining at sea and ashore, training of trainers from outlying communities, and visits to these communities to support these outreach activities.
Safety at sea is a key issue, and the post holder will be expected to provide practical safety training, including survival at sea, safety awareness and the introduction of simple DSC and AIS terminals, as well as basic echo sounders/plotters, and evaluate the potential for the introduction of simple hydraulics on the larger class of vessel.
The post-holder will need to have a strong technical background in small scale commercial fishing operation. Sound practical skills are more important than formal qualifications: the post holder will be expected to provide input and support to the Team Lead, particularly in planning activities and developing appropriate specifications for procurement of fishing gears and similar, but not to write lengthy reports or presentations.
This position is contingent on CAFOD being awarded funding and is anticipated to begin in December 2019.
Accountability
The post-holder reports to the CAFOD Programme Manager (EU) Liberia
The post-holder will be expected to deliver programmes within agreed budgets.
The post holder will not be a budget holder.
