Good Neighbors (GNE) is a global NGO founded in Korea in 1991, currently operating in 40 countries and supported by seven nations. Since 1997, the Ethiopian branch has been committed to improving lives through initiatives in child protection, education, health, and more. GNE operates in various regions of Ethiopia, including Addis Ababa, Amhara, Oromia, Tigray, Benishangul Gumuz, Somali, Sidama, South Ethiopia, and Central Ethiopia. In addition to the existing Arsi Community Development Project, Good Neighbors Ethiopia is now launching a new project in Oromia Region, Ari zone, funded by the Global Partnership Center, aimed at strengthening the school and health centers through infrastructure and materials support. Position : Monitoring and Evaluation Field Officer

Reports to: CDP Manager

Term of Employment: 12 months (Jan 2026 – Dec 2026)

Duty Station (s): Arsi Zone, Eteya town

Overview of the Position

The Monitoring and Evaluation Specialist will be responsible for designing and implementing the M&E framework for a health and education project in a development context. This role involves developing tools and methodologies to assess project effectiveness, ensuring accountability, and providing insights to enhance program performance.

About You
Key Responsibilities:

M&E Framework Development:

Design a comprehensive M&E framework that aligns with project goals and objectives, incorporating both quantitative and qualitative indicators.

Develop data collection tools and methodologies to effectively monitor project activities and outcomes.

Data Collection and Analysis:

Oversee the collection, management, and analysis of data related to project implementation and impact.

Conduct regular field visits to ensure data quality and adherence to M&E protocols.

Reporting and Documentation:

Prepare and present regular M&E reports that summarize findings, lessons learned, and recommendations for improvement.

Ensure that documentation related to M&E activities is accurate, complete, and accessible.

Capacity Building:

Provide training and support to project staff and partners on M&E processes and tools, enhancing their capacity to collect and analyze data.

Facilitate workshops to share M&E best practices and findings with stakeholders.

Stakeholder Engagement:

Collaborate with project teams, local communities, and other stakeholders to ensure their involvement in the M&E process.

Represent the organization in relevant M&E forums and coordination meetings.

Learning and Adaptation:

Promote a culture of learning within the project by facilitating regular reflection sessions and adapting strategies based on M&E findings.

Ensure that lessons learned from M&E activities are integrated into project planning and implementation.

Accountability

Adhere to the GNE Code of Conduct and the zero-tolerance policy for Sexual Exploitation and Abuse (SEA). Ensure accountability to affected populations, uphold humanitarian principles, and contribute to the integration of Protection and Age, Gender, and Diversity (AGD) mainstreaming into GNE programming.

Perform other duties related to the position as assigned by the line supervisor.

Qualifications:

Education: Bachelor’s degree in Development Studies, Statistics, Social Sciences, or a related field;

Experience: Minimum three years of experience in monitoring and evaluation, particularly in humanitarian and development projects, preferably in NGO environment.

Skills:

Strong analytical and problem-solving skills, with proficiency in data analysis softwares (e.g., SPSS, KoboTool).

Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders.

Knowledge: Familiarity with M&E standards, frameworks, and best practices in humanitarian contexts.

Preferred Qualifications:

Experience working with development and in humanitarian settings.

Proficiency in English and Afan Oromo (with all language skills).
