Overview and Purpose

The Monitoring, Evaluation, Accountability and Learning (MEAL) Managerwill be responsible for designing and executing the MEAL systems for quality, learning and accountability of the Concern Sudan Programme. He/she will lead assessments (baseline, quick ER assessments etc.) and evaluations (endline assessments, impact assessments etc.) and will lead the entire project monitoring system.

Reports to: You will report to the Programme Quality and Development Coordinator and line manage MEAL staff based in all Concern locations. You will work closely with the Programme Director (PD), Area Coordinators (ACs), Programme Managers (PMs) and the Grants Manager.

Terms: This is a 12-month role with unaccompanied terms based in Geneina, Sudan

Salary: GB5; €42,136 – €46,818

Requirements: Extensive travel within Sudan, including conflict-affected and remote areas, may be required. The post holder must be willing to undertake missions under challenging security and logistical conditions, in compliance with organizational security protocols.

Responsibilities

• Lead the development and implementation of the country MEAL strategy, annual MEAL plan and grant-level MEAL plans, aligned with Concern’s MEAL system, programme priorities and donor requirements.
• Establish and maintain effective MEAL systems, tools, databases and processes across programmes, sectors, locations and partners.
• Ensure appropriate indicators, targets, data sources and measurement approaches are integrated into programme design and grant development.
• Advise programme and budget holders on MEAL priorities, resources and approaches.
• Oversee the collection, quality assurance, analysis and use of programme data to track performance, outcomes and impact.
• Ensure timely and accurate MEAL data is available for programme management, internal decision-making and donor reporting.
• Lead and oversee needs assessments, baselines, evaluations, impact measurement and other quantitative and qualitative research.
• Conduct regular field monitoring and provide evidence-based recommendations to strengthen programme implementation and quality.
• Oversee the establishment and continuous improvement of accessible, safe and context-appropriate Feedback, Complaints and Response Mechanisms (FCRM) across programmes.
• Ensure feedback and accountability findings inform programme adaptation, service quality and decision-making, in line with CHS commitments.
• Lead learning and reflection processes and ensure lessons and evidence are documented and incorporated into programme adaptation and new programme design.
• Promote effective knowledge management and dissemination of MEAL findings, learning and evidence across the organisation.
• Provide strategic MEAL input to assessments, proposals, programme design and grant development, ensuring approaches are evidence-based and meet donor requirements.
• Support the production of high-quality donor reports, case studies and other programme documentation through robust evidence and analysis.
• Work with programme teams and partners to strengthen programme quality through the effective use of MEAL findings, feedback and learning.
• Lead, manage and develop the country MEAL team, ensuring clear objectives, workplans, performance management and accountability.
• Build MEAL capacity among programme teams and NNGO partners through training, coaching, mentoring and technical support.
• Ensure staff and partners understand and apply Concern’s MEAL, accountability and data quality standards.
• Provide strategic MEAL advice to programme, programme quality and management teams and ensure MEAL is integrated throughout the programme cycle.
• Coordinate with Concern’s HQ MEAL Technical Advisors and relevant technical colleagues to ensure quality, consistency and alignment with organisational standards.
• Represent Concern in relevant MEAL and technical coordination forums and contribute to inter-agency learning and coordination.
• Undertake other duties as assigned by the line manager.

Role Holder Requirements

• Master’s degree in Statistics, Development Studies, Business Administration, M&E, and other relevant subjects with a focus on monitoring and evaluation and research methods
• Minimum of five years of work experience in managing and implementing M&E systems in INGOs, with a specific programme focus in Health, Nutrition, Cash & Voucher interventions, Food Security and Livelihood and Emergency response
• Management experience in conducting field assessments, monitoring and evaluation methodologies – both qualitative and quantitative
• Strong, analytical skills to analyse both qualitative and quantitative data, and able to interpret and clearly communicate in the form of reporting, presentation etc.
• Demonstrated experience providing technical assistance to colleagues and other organizations, including training
• Demonstrable experience in working in multi-cultural settings and commitment to a participatory, supportive, open environment to ensure the learning and development of all;
• Commitment and ability to foster and support capacity building in own staff and of partners, including experience in managing teams across different sites
• Demonstrable experience in preparing funding proposals and reports for a range of donors
• Ability to work under pressure and manage competing priorities whilst adhering to deadlines
• Excellent written and spoken English; Arabic is an advantage.
