Conditions: Salaried contract, gross monthly salary €1 900 to €2 600, according to experience, monthly per diem €600, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission. No family duty station.

The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, child protection, education and psychosocial support. TGH has been present in Sudan since 2004, continuously working in Darfur since then and intermittently working in other regions such as Gedaref and South Kordofan. TGH’s coordination office was located in Khartoum while its operational bases were spread to Geneina, West Darfur, Zalingei, Um Dukhun Bindisi, and Golo, Central Darfur.

TGH’s sectors of intervention in Sudan are: WASH, Education and Protection, Shelter, and Food Security and Livelihoods. TGH currently operates six projects in Sudan under United Nations (OCHA SHF, UNHCR), and EU (DG ECHO) funding. TGH expects to sign two additional projects shortly under funding from the Centre de Crise et de Soutien (CDCS) and the Bureau for Humanitarian Assistance (BHA USAID).

Sudan Context

Sudan is characterized by an extremely diverse population that has gone through successive conflicts since the country gained its independence. Under the rule of former president al-Bashir, the tragic Darfur war claimed the lives of more than 300.000 Sudanese citizens, and Sudan witnesses today a return conflict. Two coups d’état took place in quick succession starting from 2019, a year that saw the ouster of al Bashir followed by the establishment of a transition government that was in turn deposed to make way for a de facto military rule under Gen. al Burhan and Gen. Hemedti.

TGH teams in Sudan:

Prior to the conflict, TGH employed 2 international staff and approximately 100 Sudanese national to work on a variety of life saving and life sustaining emergency and peacebuilding intervention. In the wake of the ongoing conflict, TGH’s expatriate staff were evacuated while nationals sought refuge in safer areas. TGH is now regrouping to resume activity and to support Sudanese populations respond the acute needs arising from the conflict. As TGH regroups, it seeks to bolster its team with talented and committed individuals who bring an added to value to ending the suffering of the Sudanese population. Through his ECHO consortium TGH is trying to tackle acute needs of Sudanese population in Khartoum states and Darfur by answering to Health, Nutrition, WASH and Child protection needs in partnership with PUI and SI

Job description

The overall objective of the MEAL Manager is to ensure the development and implementation of TGH’s MEAL systems in Sudan, with a specific focus on the ECHO Consortium MEAL supervision.

Under the supervision of the Consortium Coordinator, with guidance from the Head of Programs, and in coordination with the Project managers and Field Coordinators, the MEAL Manager will supervise the MEAL team, composed of up to five MEAL officers. The MEAL Manager will be in charge of:

Monitoring and evaluation

  • Lead the overall aspect of MEAL on the ECHO consortium in strong collaboration with Partners’ MEAL teams
  • In collaboration with the Country Director and Program Coordinators, and with support from the Grants Officer, the Meal Manager contributes to the improvement of comprehensive program monitoring systems, and ensures data are fed into management decisions and used in program management.
  • Elaborate a MEAL framework and a MEAL work plan for TGH’s ongoing programs
  • Share updates on the MEAL work plan on a monthly basis, including all ongoing projects and planned M&E activities
  • Lead and supervise the creation and regular update of MEAL databases and tools, based on program needs.
  • Lead and supervise the compilation of collected data from field teams on a monthly basis, in coordination with the MEAL team and the Program team.
  • Contribute to the analysis of collected data, in coordination with the Program Teams and Grants Officer.
  • Support the program teams and the technical units in the definition of surveys and evaluations (sampling, questionnaires, baseline/end line surveys and technical studies etc.)
  • Oversee the capture of success stories from the field, in coordination with the MEAL team and the Communication Officer

Accountability and Learning

  • Ensure effective implementation and use of the Complaints and Feedback Mechanisms as per the SOP in place. She/he ensures that complaints/feedback are properly collected, analysed, addressed and processed in a timely manner and in complementarity to specific procedures in place (e.g. PSEA, Fraud and Corruption, Security Plan, etc.)
  • Oversee proper management of the CFM central database
  • Ensure collected complaints and feedback are translated into improved programming practices
  • Collect and help capitalizing on the good practices and lessons learned under each project, and ensure that they are followed up and feed into proposal writing and program implementation
  • Work to ensure that TGH staff, partners, beneficiaries and contractors understand and are skilled in the procedures of the CFM
  • Capitalize on learning related to cross-cutting issues by developing and recommending better practices, including conflict and gender sensitivity, Do No Harm, gender mainstreaming, accountability to affected populations, etc.

Support to reporting activities

  • Oversee data analysis and production of M&E reports
  • In collaboration with Coordinators and the Grants Officer, contribute to donor project proposals and funding efforts (particularly the design of the logical framework, formulation of SMART indicators, assumptions, etc.) and reports, through analysis and interpretation of findings

Team management

  • Manage and supervise the MEAL Team in their daily tasks related to the monitoring and evaluation and reporting
  • Implement regular staff appraisals and HR follow-up
  • Identify and lead capacity building of the Sudan team on MEAL processes and techniques, in collaboration with Program Coordinators

Mission strategy

  • Actively participate in monitoring the context and humanitarian needs in TGH’s areas of intervention, collect and synthesize available resources
  • Contribute to the identification and delivery of the required needs assessments and the development of relevant methodologies and implementation modalities
  • Identify and design innovative practices to increase the effectiveness and efficiency of M&E procedures and project management
  • Support the Country Director on the strategy orientation based on a global analysis of the activities

Others

  • Supports the Country Director and Coordinators on an ad hoc basis on some cross-cutting topics
  • Represents TGH at high-level national forums, such as M&E technical working groups
  • Participate when possible in conferences and workshops related to M&E and keep abreast of best practices and new knowledge in the M&E sector

Security, working and living conditions

The current volatile and unpredictable context in Sudan prevents deployment in country. For the time being, TGH expatriates are either located in neighbouring Chad, or working remotely. Once access to Sudan is assessed to be possible and safe, strict adherence to TGH security policies is mandatory.

The MEAL Manager will strictly follow TGH Security Plan depending on the place of assignment.

TGH will monitor the security situation on a weekly basis and will take decisions on accommodation and working conditions consequently. As the context is unpredictable, TGH will take all the necessary precautions to ensure the safety and decent working and living conditions without putting the Grants Manager at risk.

The person assigned should be adaptable and ready to move if the context evolves.

Profile

Educational background and experiences

  • University level degree, preferably a Master’s degree in project management, data science, political studies, international relations
  • Two year experience in MEAL at least
  • Knowledge of procedures of main donor agencies: ECHO, European Union, OFDA, FCDO, AFD, UN Agencies or others is an asset
  • Experience in the humanitarian sector (INGOs, LNGOs, UN agencies, etc.) is mandatory
  • Experience and understanding of East Africa and Sudan specifically is highly desirable.
  • High proficiency in English is mandatory. Arabic is an asset
