About Investing in Children & Strengthening their Societies (ICS)

Our goal is for every child to grow up in a safe and nurturing environment so that they can reach their full potential. A goal we aim to achieve by working with parents and caregivers, by strengthening families and communities, and by strengthening and influencing governments, civil society and private sector towards better policies and practices to fulfil children’s rights. Our journey to make this a reality started in 1995 in East Africa. Building on our previous successes and lessons, ICS has become a strong African NGO that strengthens families and protects children in low-income settings in measurable and sustainable ways.

Over the years ICS has attained achievement towards preventing Violence Against Women and Children (VAWC) through its integrated interventions not limited to Skilful Parenting, Life Skills, and digital parenting to mention the few. However, despite the compelling outcome of the evidence-based parenting interventions, ICS is still determined to scale up to reach high number of beneficiaries to reducing VAWC and improve child wellbeing. To achieve this highest objective, ICS in collaboration with other partners aims to support the Government of Tanzania and other stakeholders to adapt and deliver evidence-based parenting programs at scale to reduce VAC and improve child wellbeing by bridging the gap from system thinking, capacity enhancement, infrastructure support and policy making processes.

Purpose of Function

The MEAL Officer is responsible for designing, coordinating, and implementing the monitoring, evaluation, accountability, and learning (MEAL) framework across ICS Tanzania programs. The role supports program teams in their planning, monitoring, evaluation and learning activities, and contributes to overall program quality through the conceptualization, coordination, and implementation of enhanced MEAL systems, including the development of high-quality written products.

Roles and Responsibilities

  1. Planning and Design
  • Implement and enhance organizational M&E systems and tools, ensuring these are well-integrated with donor reporting systems and procedures;
  • Support program staff in defining SMART objectives and indicators;
  • Contribute to program design, proposal development, and work plans;
  • Prepare the annual plan and budget for own component and coordinate in preparing the overall project work plan and budget.
  1. Monitoring and Evaluation
  • Coordinate data collection and analysis, and generate evidence of project impact for policy makers, donors, government officials and other stakeholders;
  • Conduct field review visits and capacity building for staff and partners;
  • Implement program evaluations, including Post Implementation Monitoring Surveys (PIMS);
  • Monitor and report on all project activities and progress towards achieving project outputs, identifying bottlenecks and developing plans to minimize or eliminate them;
  • Analyze case-related data and case management data alongside capacity and awareness-raising data in coordination with the different program components.
  1. Reporting and Documentation
  • Compile monthly, quarterly, and annual program reports, including Key Result Reports and M&E reports;
  • Review consultant reports and develop field visit reports;
  • Prepare quality monitoring and evaluation reports highlighting achievements and share with staff and management, with recommendations for improvement;
  • Document lessons learned, success stories, achievements and impact stories, and integrate recommendations into broader knowledge management efforts.
  1. Learning and Knowledge Sharing
  • Facilitate learning and sharing mechanisms within the organization, including participation in Annual Project Reviews and Planning workshops;
  • Organize and facilitate M&E trainings and workshops, including preparation of concept notes and development of training materials and schedules;
  • Develop the capacity of project staff, partners and other ICS staff to conduct M&E activities using the framework;
  • Support the development of publications from program data and contribute to cross-program integration and learning;
  • Collaborate and coordinate with the M&E network, government agencies, NGOs, and other organizations on monitoring and evaluation issues.

    ACADEMIC QUALIFICATIONS AND WORK EXPERIENCE

  • Bachelor’s degree in Monitoring and Evaluation, Community Development, Economics, Statistics, or a related field;
  • Minimum 5 years of experience in M&E roles within social impact programs;
  • Proven expertise in statistical analysis, program design, and integrated development programming;
  • Strong research, data analysis, and report writing skills;
