About CESVI
CESVI is an international humanitarian organisation founded in Italy in 1985. CESVI operates in
Africa, Asia, Latin America and Europe, working in emergency and development contexts to
support vulnerable populations and promote sustainable development, environmental protection
and resilience.
CESVI has been operational in Uganda since 2001, implementing programmes in livelihoods, food
security, nutrition and community resilience in both development and refugee response.
Project Background
The COMMON ROOTS project is under the AICS (Italian Agency for Cooperation and
Development) ReForest Project implemented with resources from the European Union. The project
aims to increase and conserve the national forest cover and promote the environmental
sustainability and economic growth of the targeted areas. The project is implemented in 16 districts
of the Eastern region through a consortium approach.
Job Purpose
The MEAL Officer will be responsible for the overall Monitoring, Evaluation, Accountability and
Learning (MEAL) framework of the consortium.
The role will ensure compliance with donor requirements and harmonised data collection across
partners, while providing particular attention and direct technical support to CESVI-led activities.
Key Responsibilities
MEAL System Development and Implementation
• Lead the development, operationalisation and monitoring of the project MEAL framework in
line with donor requirements.
• Ensure harmonised indicator tracking and data collection methodologies across consortium
partners.
• Develop data collection tools, databases and reporting templates.
• Coordinate baseline, mid-term and end-line assessments where applicable.
• Ensure data quality assurance through regular verification and field monitoring visits.
Consortium Coordination and Reporting
• Provide technical guidance to partners on MEAL standards and reporting requirements.
• Consolidate partner data into high-quality reports for submission to the donor.
• Work closely with the Project Manager and the Technical Leads to ensure alignment between
technical implementation and results monitoring.

• Support timely preparation of narrative reports, ensuring accuracy and consistency of data.
Accountability, Learning
• Establish and oversee the implementation of feedback and complaint response mechanisms
across the project and consortium partners, in line with CESVI safeguarding and accountability
standards.
• Promote learning by documenting lessons learned, best practices and case studies.
• Provide direct and continuous MEAL support to CESVI-implemented activities, ensuring close
follow-up on indicator performance and compliance.
• Collaborate with programme and communication teams to ensure visibility and results
communication obligations are met.
Essential requirements:
• University degree in Statistics, Monitoring & Evaluation, Economics, or related field.
• A postgraduate qualification in Monitoring & Evaluation is an asset.
• Minimum 5 years of relevant experience in MEAL for donor-funded development projects.
• Proven experience working with EU-funded projects or similar compliance frameworks (strong
asset).
• Experience consolidating data from multiple partners in consortium settings.
• Demonstrated experience in developing data collection tools and managing databases.
• Experience working in environmental, natural resource management or community-based
development projects is an asset.
• Strong analytical and problem-solving skills.
• Excellent coordination and facilitation skills.
• Strong communication and report-writing abilities in English.
• High level of integrity and adherence to safeguarding standards.
