General context of the project
INTERSOS has been active in Chad since 2004, implementing projects in the areas of food security, protection, health and nutrition, and WASH (water, sanitation, and hygiene) to assist internally displaced persons in the Lake Region and Sudanese refugees in eastern Chad. After a hiatus in 2016, INTERSOS resumed its activities in 2017. The areas on which INTERSOS Chad focuses its interventions are primarily the following: protection through the strengthening of an environment that promotes and protects human rights, and more specifically those of children and women, through the establishment of Child-Friendly Spaces; GBV case management, the restoration of social cohesion, community rehabilitation, as well as access to water, hygiene, and sanitation, food security, and health/nutrition.
General purpose of the position
As part of the exceptional allocation of U.S. funds managed by OCHA (Rapid Response Mechanism), INTERSOS is deploying a high-visibility Multisectoral Task Force. The SERA/MEAL Manager serves as the strategic guarantor of the project’s compliance and accountability: he or she is responsible for the immediate design and comprehensive management of the monitoring, evaluation, and learning system. Their mission is to ensure that every Task Force activity is documented in real time, thereby guaranteeing that 100% of the indicators in the logical framework meet the extremely strict reporting and audit requirements of OCHA and U.S. donors. The position is based in Iriba, in a remote operational environment with limited infrastructure and significant logistical constraints, requiring an experienced candidate capable of working with a high degree of autonomy.
Main responsibilities and tasks:
Monitoring and Evaluation
- Support the MEAL coordinator in developing and revising the project’s MEAL strategy, in accordance with INTERSOS standards.
- Provide relevant input into the development of indicators and measurement tools during the design and planning phases of the project proposal (logic framework, indicator definition, MEAL and accountability plans), ensuring that MEAL is an integral part of the project lifecycle and that resources are allocated for proposal development.
- Participate in the development, updating, and implementation of participatory evaluation and monitoring tools and processes. Facilitate the collection of accurate data and the effective communication of monitoring information in accordance with agreed-upon objectives, ensuring accountability to the donor, communities, and beneficiaries.
- Ensure, together with the field team, the timely implementation of surveys (PDM and other surveys/exercises, etc.) in the field, in accordance with MEAL plans.
- Promote all aspects of the MEAL sector and quality programming, and ensure that the MEAL system is understood and supported within the project. Adhere to and promote INTERSOS policies, and report any non-compliance with policies within teams or among partners to the MEAL Coordinator/Head of Mission.
- Train the MEAL team in the proper use of monitoring tools and assist them in data analysis.
- Participate in regular meetings with the program team to monitor program implementation and adapt MEAL activities accordingly.
- Conduct regular technical support visits to project sites to assist MEAL managers and project teams in monitoring ongoing programs.
- Ensure that software and hardware versions of MEAL tools and files are properly archived, secured, and easily accessible, in accordance with standard mission procedures.
- Support MEAL managers in formulating recommendations to improve activities and in following up on recommendations.
- In collaboration with the MEAL coordinator, develop learning tools and promote workshops and learning exercises with programs and MEAL teams.
Data Management
- Review and approve the project database created by the MEAL Manager at the start of each project.
- Support the IOM and the program team in developing data collection tools, as needed, as well as in the analysis and systematic collection of data for projects.
- Develop and improve dashboards at the request of the MEAL Coordinator and the program team, in collaboration with the IOM.
- Ensure that indicators in the project database are regularly updated and report on project indicators to clusters and other relevant stakeholders, as appropriate.
Responsibilities
- In collaboration with the MEAL Coordinator and the Accountability Officer, ensure the strengthening and development of high-quality MEAL activities and effective, sustainable accountability mechanisms, including a complaints and feedback mechanism for beneficiaries, stakeholders, and donors.
- In coordination with the MEAL Coordinator, the Head of Mission, and the internal auditor at headquarters, develop, refine, monitor, systematically analyze, and provide feedback on the mission’s Complaints and Feedback Response Mechanism (CFRM).
- Ensure compliance with cross-cutting themes (gender, vulnerable groups, data protection, etc.) across all MEAL activities and that community engagement is conducted in an appropriate and respectful manner, by managing expectations and providing a transparent, client-centered service.
- In collaboration with other MEAL program staff, ensure that staff receive regular training on the PAA and the available CFRM.
- Assist in conducting complaint-related investigations by producing all relevant investigation documents as needed.
Reporting
- Provide regular progress reports on MEAL activities. Prepare and submit high-quality reports, ensuring they are highly accurate, comprehensive, and well-documented.
- Support and review reports prepared by MEAL staff, providing recommendations to improve activities and follow up on recommendations
- Provide written reports to the MEAL Coordinator on field visits.
- Support the Program Coordinator in producing high-quality analytical reports to demonstrate INTERSOS’s impact, including evidence of best practices and replicable programs, and ensure they are communicated appropriately
Staff Management
- Plan and oversee, in close coordination with the HR department, the processes related to the staff under their responsibility (recruitment, training/onboarding, evaluation, talent identification, development, and communication) to ensure both the appropriate staffing levels and the necessary expertise, and to enhance staff capabilities.
- Manage, monitor, and support MEAL staff.
- Organize weekly meetings with staff.
- Identify training needs for staff under direct supervision. Promote the use of learning systems and events in coordination with various departments and the SMT.
- Train the MEAL team or any other program staff on the MEAL program’s system, activities, and tools. Train the program team on MEAL activities, as needed.
- Ensure monthly planning for the MEAL team and report progress to the MEAL coordinator.
Required profile and experience
Education
- A degree in statistics, information management, social sciences, demography, social studies, or a related field
Professional Experience
- At least two years of experience in MEAL
- Previous experience with NGOs in developing countries or emergency situations is preferred
Professional Requirements
- Experience in implementing MEAL systems
- Experience in designing and conducting quantitative and qualitative surveys
- Expertise in information management systems (knowledge and prior experience in the use of data collection, data management tools, and statistical analysis) and strong computer skills
- Experience with implementing beneficiary complaint and feedback mechanisms is desirable
Languages
- Proficiency in the mission language (French) is essential
- Proficiency in the local working language is desirable
