Job Description

Main Purpose
 
Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population

Accountabilities
 
  • Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
  • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved,  reporting to the technical referent any problem arising in the service
  • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers …) are carried out correctly and according to MSF procedures.
  • Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
  • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …). Participating in shifts and replaces a doctor, if necessary
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
  • Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).

 

 

MSF Section/Context Specific Accountabilities

  • The context in the north-western Ethiopian lowlands (very high HIV/VL co-infection rate) provides unique opportunities for research on management of HIV/VL. Over the past 17 years MSF OCA has done 10 kala-azar studies in Humera/Abdurafi, mainly focusing on HIV/VL co-infection. The impact of these studies has been substantial, and resulted in policy changes at national and international level, and have driven WHO recommendations and international research agendas.
  • Abdurafi has developed into a unique centre of excellence for HIV/VL treatment, and over the last years we have established effective research collaborations with ITM, DNDi, and University of Gondar.
  • In addition, the high caseload of snakebite patients in Abdurafi, in combination with the ICU capacity, provides a unique opportunity for operational research on management of snakebites. Snakebite research and advocacy is part of the ambitions of the project for 2019. This position is essential to:
  • Work in collaboration with the primary investigators and medical research managers to ensure the quality of care for IPD patients following reasearch protocols.
  • Line manager of watsan activity supervisor who should ensure proper cleaning, IPC, hygiene, and minimum watsan requiremenst are fulfilled in MSF health facility, and preparations for emergency response if needed.
  • Provide technical support for referrals based on patient’s condition and services available.
  • Line manager of IEC officer, provides direction and technical inputs for trainings and implementation of new strategies according to MSF standards and project priorities.
  • Line manager of nursing team supervisor for daily activities especially staff capacity building and ensuring quality of health care for our benefitiaries in the IPD wards.

·         Line manager of clinical officers givinig them guidance and technical support to manage the patients according to MSF protocols.

·         Line manager of counsellors to deliver appropriate counselling sessions to the patients mainly focus on treatment adherence.

·         Support the pharmacist to regulary elaborate the field pharmacy reports as per need of the project

·         Ensure timely and accurate medical data reporting from the departments in charge.

–          Medical Coverage 100%

–          Hardship allowance :5,300 ETB

Job Requirements

EducationMedical doctor, Training in Tropical Medicine or related studies will be an asset
Experience·         Essential 2 year working experience related to the diploma/degree and previous experience in people management, MSF or any NGO experience is desirable.
LanguagesEssential mission language (English) and local language (Amharic)
KnowledgeEssential computer literacy (word, excel and internet)

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
