We are recruiting to fill the position below:

Job Title: Medical Activity Manager

Main Duties and Responsibilities

  • Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population

Accountabilities

  • Coordinating, assessing, and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards, and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
  • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project.
  • Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service.
  • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers …) are carried out correctly and according to MSF procedures.
  • Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs.
  • Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
  • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …). Participating in shifts and replaces a doctor, if necessary
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required.
  • Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.). Team management:
  • Contribute to evaluation of the HP team (with the HPCE manager).
  • Contribute to the development plan for the HP team.
  • Training: Contribute to the needs assessment, design, and implementation of training for the HP team, in collaboration with the HPCE manager.
  • Organize regular and systematic supervision of the HP activities and provide on the job-coaching.
  • Ensure the planning and practical organisation of the activities for the HP team (HP roaster).
  • Ensure the organisation of regular HP team meetings.

MSF Section/Context Specific Accountabilities

  • The Medical Activity Manager will supervise medical doctors in ITFC, ensuring adherence to MSF or national treatment protocols for severe or moderate acute malnutrition with complications.
  • Conduct regular clinical audits of patient files, treatment plans, and feeding phases to verify compliance.
  • Conduct regular mortality audits, rational drug prescription-, and reinforce antimicrobial stewardship and patient safety incentive review/reporting in order to guarantee a safe caring environment for patients.
  • Facilitate in collaboration with the nursing teams case reviews and ground rounds to identify gaps and share best practices among medical teams.
  • Monitor performance indicators (e.g., cure rate, default rate, mortality rate) and analyze trends for improvement.
  • Coordinate with nursing teams for proper implementation of treatment and feeding plans and clinical monitoring.
  • Ensure integration of mental health support for caregivers and patients within treatment plans.
  • Implement IPC standards and monitor hygiene practices of the medical team to reduce infection risks.
  • Review laboratory and diagnostic accuracy, ensuring timely results for TB, malaria, HIV, anemia, and other conditions.
  • Coordinate with mental health and health promotion teams to ensure holistic care and caregiver engagement.
  • Develop and update SOPs for emergency referrals and patient flows between the different wards of the ITFC.
  • Ensure reporting of the medical activities with clear analysis of indicators and tangible action plan to address gaps and anticipate solutions findings.
  • Work with pharmacy to anticipate availability of drugs and other medical items.

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
