Role & Responsibilities
Provide short-term support to Medair Health Team, Renk to take the lead on improving the clinical quality of patient consultations in the health facilities; especially related to diagnosis, management, treatment and adherence to South Sudan and global treatment guidelines. The Clinical Quality Improvement Manger will primarily act as focal point for quality improvement in health care delivery for clinical staff in both Abayok and Wunthou health facilities.
Project Overview
Renk County is located in Upper Nile State, and is situated on the border with Sudan. Despite general stability in the area, the security situation remains fragile and there have been ongoing population movements.
Renk’s County Health Department (CHD) and Rural Water Department remain severely under capacity and unable to address the health and WASH needs of the host community or IDPs. The global rates of acute malnutrition in Renk are some of the highest in the country. A measles outbreak was declared in June 2019.
In Renk, Medair remains one of the only health actors and the only long-term nutrition partner.
Medair’s primary health care clinics in Abayok and Wonthow serve the populations of these IDP locations and the surrounding area. The referral mechanism for secondary health care is limited with the military hospital serving as the point for access to caesarean sections, whilst non-obstetric complications can be referred to Chinese Friendship Hospital in Palloch or to Sudan when the border is open. Medair provides outpatient consultations and reproductive health care services (24 hours in Abayok facility) in both facilities. There is scope to observe and treat more complicated patients during working hours, with a small inpatient area. The nutrition stabilisation centre is located within the complex at Abayok, and also accepts critically ill children under 5 years of age requiring admission. Key Activity Areas
Quality Management
- Raise the overall standard of the technical aspects of health care delivery in the Out Patient Department (Under 5 years and adults) and the reproductive health services
- Provide technical support to clinicians, in the workplace, through on job training, one on one clinical supervision, group training and clinical register reviews
- Conduct regular supervision assessments on individual clinicians
- Develop job aids relating to most common presenting illnesses in adults, children under 5 years of age and reproductive health including routine as well as initial pre-referral emergency care
- Provide feedback to the Health Project Manager and Health Managers regarding performance of clinicians in terms of adherence to South Sudan and global treatment guidelines
- Deliver training to clinicians based on South Sudan and global clinical guidelines
Communication
- Develop and maintain appropriate communication with the team, especially Health Project Manager, Health Managers and Clinic-In-Charge
- Participate and proactively engage in health team and facility meetings
- In co-ordination with in-country Health Advisor, develop and deliver training on South Sudan Treatment Guidelines for OPD and RH, to Medair clinical staff

Qualifications
- Clinical degree or diploma (doctor), though would consider nurse practitioner, physician’s assistant, with strong South Sudan experience.
- Strong working knowledge of English (spoken and written).
Experience / Competencies
- 2 years’ post-qualification professional experience.
- Good communications and training skills, ability to communicate ideas clearly such as in guidelines and job aids.
- Ability to prioritise clearly and oversee multiple tasks.
- Able to set clear clinical objectives for staff.
- Committed to consultative and servant-minded leadership.
- Experience in training / mentoring / coaching staff.
- Knowledge of humanitarian principles, Sphere and The Core Humanitarian Standard on Quality and Accountability (CHS).
