Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the overall supervision of the Malakal Head of Sub-Office and the direct supervision of the Mental Health and Psychosocial Support Program Manager, the successful candidate will be responsible and accountable for the coordination, implementation, and monitoring of the all IOM MHPSS portfolio in Upper Nile State, according to relevant International guidelines and standards.

Core Functions / Responsibilities:

  1. a) Support the MHPSS program manager in identifying program development opportunities in Upper Nile State (IDP and refugee settings) and support in project proposals development and identification of new donors and thematic areas of technical intervention
  2. b) Support the MHPSS Team in developing and implementing a holistic and systemic MHPSS

strategy for IOM in South Sudan, in line with IASC guidelines

  1. c) To design and implement appropriate Levels 3 and 4 MHPSS services in Malakal PoC where doable and in coordination with the local WG. Where applicable, to determine appropriate coordination and referral system with health actors providing psychiatric interventions. Strengthen non-clinical activities and referral to clinical services in the provision of Level 4 services.
  2. d) To develop and ensure adequate capacity building to IOM MHPSS staff, PSS mobile teams

and other relevant actors where applicable, including line ministries, IDPs and host community members

  1. e) To contribute to build in building capacity of key actors in Upper Nile State on PFA, MHPSS

guidelines, mhGAP, referral pathways, and ensure IOM services are included where relevant

  1. f) Ensure at any given time MHPSS program is driven by a sound MEAL framework and qualitative and quantitative indicators are always relevant and updated
  2. g) Oversee, coordinate and mentor IOM MHPSS team in Malakal, including volunteers, and ensure IOM administrative procedures are always respected
  3. h) Establish comprehensive clear work-plans for staff and PSS teams and provide timely weekly and monthly reporting on IOM MHPSS activities
  4. i) To maintain appropriate records/database of assessments and any clinical/casework undertaken, and collect and collate statistics for analysis and sharing of information for weekly, monthly and quarterly reports
  5. j) Coordinate and liaise with other agencies and key actors, and participate to ICWG, cluster meetings, working groups, mapping, planning and reporting exercises; take the lead in such exercises when necessary and in the interest of IOM
  6. k) In coordination with the National WG Coordinator, lead the MHPSS WG in Malakal
  7. l) Liaise with Line Ministries connected to MHPSS and other relevant civil society actors for mainstreaming MHPSS in host communities, where applicable
  8. m) Provide technical guidance to CCCM and other relevant Clusters to mainstream effectively

MHPSS in their daily programming

  1. n) Undertake field assignments and assessments as needed and requested by the MHPSS PM
  2. o) Provides MHPSS trainings out of duty stations as required p) Undertake any other duty as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in clinical psychology or psychiatry from an accredited academic institution with at least 4 years of professional experience; or
  • Master’s degree in clinical psychology or psychiatry from an accredited academic institution plus Master’s Degree/studies in Emergency Psychology from an accredited academic institution with 2 years of relevant professional experience.

Experience

  • At least 3 years of previous experiences in clinical psychological and psychotherapeutic interventions in emergencies.
  • At least 3 years of previous experiences in providing services to displaced populations, migrants, refugees or conflict affected populations
  • Significant experience in implementing MHPSS projects, providing clinical supervision, coaching, and mentoring to both specialists and non-specialists
  • Demonstrated experience and knowledge of UN and international agencies structures.
  • Experience in capacity building activities and curriculum development is an advantage.

Languages

  • Fluency in English is required. Working knowledge of Arabic and/or one of the regional languages is an advantage.

  2. d) Demonstrated expertise and thorough knowledge on the practical application of the IASC Guidelines on MHPSS in Emergency Settings;
  3. e) Knowledgeable on the psychosocial impact of forced displacement.
