Organizational Scope & Context:

Core Functions / Responsibilities:

  1. Assist in the planning, implementation, monitoring, evaluation, and reporting requirements (internally and externally) of MHPSS activities in different sites.
  2. Conduct routine MHPSS needs assessments and program reviews to inform interventions, ensure successful implementation and donor compliance.
  3. Manage and supervise the work and performance of the MHPSS team.
  4. Assist in incorporating MHPSS into mission strategies, programming, service provision mechanisms, and activities, in line with Interagency Standing Committee (IASC) Guidelines on MHPSS in Emergencies.
  5. Ensure close coordination between Migration Health Department (MHD) and other units related to MHPSS activities, especially protection.
  6. Maintain collaboration and liaison with existing partners and stakeholders, including government stakeholders, local authorities, partner organizations, and communities in organizing MHPSS activities, as well as expanding them.
  7. Participate and represent the MHPSS team in regular internal and external meetings and working groups, such as the Interagency MHPSS Task Force, as well as maintain coordination, information sharing, and liaison with its members, namely in planning joint assessments and response strategies.
  8. Periodically review and manage M&E systems for MHPSS programming, including the development of M&E tools and methodology, reporting mechanisms, and analysis of programme data and impact.
  9. Support in MHPSS programming through identifying gaps and opportunities, and developing strategies that effectively meet beneficiary needs, the changing context, and other factors.
  10. Assist in ensuring management of resources, through financial, procurement, and staffing planning, for the fulfilment of program deliverables an in line with internal guidelines and donor requirements.
  11. Build accountability system for the MHPSS programme, including the incorporation of feedback mechanisms for beneficiaries and staff.
  12. Support in assessing and building MHPSS capacities of the local staff, including developing capacity building plans in line with the mission’s strategic objectives.
  13. Undertake duty travel as required.
  14. Perform such any other relevant duties that may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Psychology, Clinical Psychology, Social Work, or a related field from an accredited academic institution with relevant professional experience; or
  • University degree in the above fields with two years of relevant professional experience.

Experience

  • Professional experience in humanitarian work, international development, public health, and substantial experience in MHPSS, including in emergencies and in conflict settings.
  • Demonstrable technical expertise in the assessment of, and design and delivery of responses to pre-existing and emergency induced MHPSS needs.
  • Experience in delivering trainings on MHPSS-related topics is required (including capacity building of high-level government counterparts and frontliners).
  • Knowledge of and experience of using IASC MHPSS and GBV/CP guidelines and best practices as part of their previous work experience.

Skills

  • Knowledge of MHPSS Case Management and Integration of mental health into Primary Health Care approaches.
  • Experience in working in the Middle East is a plus.
  • Strong organizational and supervisory skills
  • Strong interpersonal skills and the ability to work within different cultural environments.
  • Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources.
  • Ability to travel on short notice to project sites.

Languages

English and Arabic (Fluent)
