Context:

Under the overall guidance of Deputy Chief of Mission (DCOM) and direct supervision of Migration Health Coordinator in IOM Libya, the successful candidate will be responsible for coordinating all reporting obligations arising under Migration Health Division (MHD) and facilitating effective Monitoring and Evaluation (M&E) data collection, analysis and reporting at output and outcome levels and the use of this information to facilitate learning and continuous improvement. S/he is expected to carry out his/her duties in accordance with strict ethical standard and with due respect for gender and socio-cultural sensitivities.

Core Functions / Responsibilities:

  1. Supervise and ensure accurate use of M&E and reporting tools to facilitate effective capturing and management of data; conduct preliminary data analysis for reporting purposes.
  2. Contribute to the strengthening of the M&E systems within MHD, including recommending performance targets on key indicators and collecting needed data to monitor progress on those targets across the programme.
  3. Check and follow up on the harmonization of Libya MHD data and reports with other MHD information products (interactive tools, website, social media presence, media outreach, etc.).
  4. Contribute technical inputs for the development of new initiatives; draft new assessment forms, and participate in the development of new data collection activities or new reporting initiatives.
  5. Coordinate with DTM internally on health related data generation and reporting and with WHO and other health partners externally
  6. Coordinate and provide assistance for the Unit’s internal reporting and partner reporting on, for example, ad-hoc information requests and humanitarian bulletins.
  7. Identify knowledge gaps and recommend opportunities for the expansion of MHD data collection and research activities.
  8. Effectively liaise with relevant external actors to help strengthen and expand Libya MHD’s analytical capabilities and encourage and facilitate linkages between MHD data and broader IOM policy-oriented research and maintain effective relationships with implementing partners.
  9. Provide appropriate training for the data collection and reporting teams.
  10. Work closely with IOM Public Information Unit to assist MHD with its social media presence and its integration into IOM Libya’s broader visibility and outreach outputs.
  11. Contribute to project development activities as required, including but not limited to drafting project interim and final reports and providing inputs for the development of project proposals and the design of M&E frameworks.
  12. Participate in inter-agency Working Group activities with respect to MHD functions.
  13. Support other aspects of programme implementation or administration as required. Track progress and follow up on deadlines.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Public Health, Business Administration, International Relations, Political Science, Communications, Demography, Social Sciences from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Proven experience in data collection, research, and report writing; writing technical documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse data-sets;

• Experience in the development and implementation of population databases would be a distinct advantage;

• Experience in project support in emergencies;

• Experience of working in organization mandated for migrants, refugees and internally displaced population would be an asset;

• Experience of data analysis software such as Excel and Power Bi is an advantage.

Skills

• Excellent computer skills, including experience with relational databases, Microsoft applications, spreadsheets, and word processing.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
