Position Title: Monitoring and Evaluation (M&E) Manager

Location: Harare

Project Summary

The Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe women (DREAMS) program in Zimbabwe is focused on reducing new HIV infections amongst adolescent girls and young women (AGYW). Under FHI360, the DREAMS project primary role is to deliver a comprehensive curriculum on HIV prevention, gender norms and social asset building targeted at AGYW in school, out of school and their sexual partners at community level. The core package of interventions consists of social asset building, social protection, family, and caregiver skills building, and community norms activities that are complemented by provision of youth friendly sexual and reproductive health services.

Basic Function

The Monitoring and Evaluation (M&E) Manager supports the M&E Director in all SIE activities for FHI 360 Zimbabwe Dreams project. S/he supports the Director M&E in the provision of technical inputs to improve and facilitate the delivery of sound technical assistance in strategic information and evaluation (SIE) for the DREAMS project.  S/he collaborates closely with other major stakeholders in the implementation and improvement of the DREAMS M&E efforts in Zimbabwe.

Duties and responsibilities

  • Support the Director in managing a shared SIE platform, defining strategies, goals, objectives, and work plan, and ensuring accountable and efficient data collection, analysis and learning activities for the DREAMS project.

  • Oversee a team of Strategic Information and Evaluation (SIE) and research staff for the DREAMS project and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members.

  • Leads the development of the project’s SIE strategic documents including performance monitoring plan (PMP), data quality assurance strategy, data use plan, standard operation procedures (SOPs) and costed SIE work plans.

  • Supervise and support the data management, analysis and quality management-related initiative undertaken by SIE officers at the country office and field offices.

  • S/he will provide guidance in the development and/or adaptation of SIE tools, in the monitoring of their day-to-day use, and in their modification.

  • Ensure mechanisms are put in place to ensure timely collection, verification, cleaning and uploading of data into project databases including DATIM.

  • Provide sound technical leadership in the FHI360 Quality Management System (Standard Operating Procedures, Process Flowcharts, Forms), data flow (processes and procedures for data flow), and for the design, update and use of the project databases.

  • Facilitate deployment and use of electronic medical records systems across FHI 360 supported sites and communities.

  • Take a leadership role in all Quality Improvement and Quality Assurance (QI/QA) processes within FHI 360 Zimbabwe and among FHI 360’s implementing partners.

  • Conduct regular field visits to program sites to identify gaps in timeliness and quality of data reporting and work with relevant staff to address gaps.

  • Lead the development and implementation of strategies that ensure high DREAMS program data quality including routine data quality assessments, capacity building of program and SIE staff, coaching and mentoring of program service providers and conducting regular analysis and review of program data.

  • Foster FHI 360’s relationships with key counterparts at various levels, to facilitate synergies and guarantee harmony between FHI 360 and all key stakeholders.

  • Identify best practices for documentation of success stories, technical reports, or peer review publications and reviews surveillance, research, and evaluation publications prior to release to stakeholders.

  • Provide SIE technical assistance to partners as well as to other key stakeholders.

  • S/he will assist in data management, analysis, and quality management of related work.

  • Review, validate, share, and present regular FHI360 SIE reports to be used by various stakeholders (health workers in service delivery points, public health practitioners, technical officers, and management within FHI360).

  • Leads the design and implementation of the project’s collaborative learning and adaptation activities including deep-dive analysis, operations research, program assessments and evaluations, impact evaluations and rapid/special studies.

  • Represent FHI 360 in key national and subnational fora including technical working group (TWG) and partnership forum meetings.

  • Perform other duties as assigned.

Knowledge, Skills & Attributes:

  • Knowledge of HIV, DREAMS and Education programs specifically in Zimbabwe. Advanced understanding of indicator selection, log frame design, and M&E work planning.

  • Sound knowledge and experience regarding SIE, statistics and quality assurance/quality improvement, and their specificities for Zimbabwe.

  • Sensitivity to cultural differences and understanding of the political and ethical issues in Zimbabwe.

  • Capacity to consistently provide technical inputs on Sexual and Reproductive Health and HIV/AIDS in the FHI360 network to improve the quality of program service delivery.

  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.

  • Ability to represent FHI360 to stakeholders and the NGO community.

  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

  • High degree of proficiency in written and spoken English communication, including presentation and training skills.

  • Proven ability in supervising staff.

  • Well-developed computer skills.

Qualifications and Requirements

  • Master’s Degree or higher in Public Health, Demography, Health Management, Social Science, Biostatistics, Statistics, or a related field required.

  • Minimum of 5 years of relevant experience in SIE for HIV/AIDS and / or DREAMS programs; 3+ of those years should be in a supervisory role.

  • Strong analytical report/manuscript writing and presentation skills with at least 3 publications or international conference presentations.

  • Strong quantitative or mixed-method and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.

  • Sound practical knowledge of statistics and the use of statistical software.Proven experience in project development, planning and facilitating technical trainings.

  • Familiarity with Zimbabwe public sector health system and NGOs and CBOs is required.

  • Familiarity with USAID and PEPFAR programs is required
