BACKGROUND
The mission of Global Communities (formerly CHF International) is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.
Global Communities is seeking an experienced Monitoring and Evaluation Manager for the anticipated USAID-funded Multi-Year Emergency Food Security program in South Sudan. If awarded, the three-year program will address emergency and food security needs in a sub-region of South Sudan by restoring rural livelihoods and productivity and strengthening community cohesion and disaster risk management. This position will be based in Juba, South Sudan.
RESPONSIBILITIES
The Monitoring and Evaluation Manager (M&E Manager) will oversee the project’s M&E procedures and systems, including designing and implementing program-specific M&E plans, training M&E staff on monitoring procedures and tools, and advising the senior management team on project results, lessons learned, and potential adaptations.
Specific responsibilities include, but are not limited to:
- Leading the development and implementation of program-specific M&E plans, including data entry, storage and security, and reporting procedures;
- Reviewing monitoring data collected and working with staff to correct any identified deficiencies;
- Guiding staff in the preparation, revision, and implementation of a regular monitoring site-visit schedule;
- Analyzing data and results of monitoring and evaluation activities; engaging in discussions with the COP and technical staff about findings, including providing recommendations on adjustments to programming as needed;
- Designing and conducting program assessments, surveys, and case studies, as required;
- Contributing to work plans, donor reports, success stories, and other deliverables; and
- Reviewing sub-grantee M&E plans as required; advising sub-grantees on the development of indicators, data collection methodologies, data quality assurance, and indicator reporting.
PERFORMANCE PERIOD
The anticipated period of performance for this assignment is three years, from approximately April 2020.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Technical expertise and specialized training in monitoring and evaluation, preferably in emergency contexts;
- Demonstrated experience designing and overseeing M&E data collection and reporting for humanitarian assistance or development projects operating at the household and community levels;
- Demonstrated ability to create and manage information databases using appropriate software applications;
- Knowledge of Collaborating, Learning and Adapting (CLA) methodologies preferred;
- Significant experience ensuring programs include and benefit vulnerable and marginalized populations (e.g. women, elderly, individuals with disabilities, the very poor);
- Humanitarian response, conflict mitigation, or other related field experience required, experience on USAID FFP funded projects preferred;
- Self-motivated, demonstrated capacity to work effectively in a fluid operating environment with minimal supervision; and
- Fluency in written and spoken English required, with knowledge of relevant local languages preferred.
EDUCATION and/or EXPERIENCE
- Bachelor’s degree in a discipline related to economics, business management and administration, statistics, or related field of study;
- Minimum seven years of progressive experience in the monitoring and evaluation field;
- An equivalent combination of education and experience, and;
- Experience working in conflict and post-conflict environments, prior experience in South Sudan preferred. Citizens of South Sudan are encouraged to apply.
