JOB SUMMARY
The purpose of the Monitoring, Evaluation and Learning (MEL) Officer position is to ensure the collection, compilation and documentation of implementation progress, lessons and project level data. The position will prepare a set of tools to design and gather information on the results of the change process, measured in terms of the changes in behavior, actions or relationships that can be influenced by the project. The position will also support the project in project planning, monitoring and reporting. This position reports to the project manager and is responsible for activity, output and outcome level data.
RESPONSIBILITIES AND TASKS
Responsibility #1: Development and oversee of MEL system (30% of time)
- With others, develop the project MEL system and revise as appropriate
- Prepare data collection tools such as an Outcome Journals’, a Strategy Journal’ and a ‘Performance Journal’ and a set of outcome mapping tools that can be used as a stand-alone or in combination with other planning, monitoring and evaluation frameworks
- Develop and ensure implementation of a value for money framework
Responsibility #2: Generating MEL Information (30% of time)
- Oversee implementation of MEL system
- Organize M&E related capacity building workshops/trainings to staff and partners, particularly ones focused on outcome mapping;
- Coach, mentor and follow up of partner MEL staff members
- Facilitate learning workshops to review project impact and learning
- Maintain project related MEL data in an easily accessible format
- Provide MEL information on project to CARE management on regular and ad hoc basis
- Update CARE’s wider program information system and PQL staff on a regular basis
Responsibility #3: Reporting (35% of time)
- Write up learning briefs on a quarterly basis
- With support from finance, prepare value for money reports
- Analyze and report on implementation and budget plan versus achievements
- Prepare Monthly and quarterly reports
- Oversee project evaluation
Responsibility #4: Performing other duties as assigned (5% of time)
PROBLEM SOLVING (Thinking Environment)
- Levels one and two of problem solving apply to the incumbent. The incumbent involves with daily routine activities, she/he also uses interpretative skills to pick and choose the right solution to address given problems.
Job Requirements
QUALIFICATIONS (KNOW HOW)
EDUCATION/TRAINING
Required:
- Bachelor degree in Social Science, Statistics or other related fields;
Desired:
- Training and actual experience in Value for Money Analysis
EXPERIENCE:
Required:
- 3 years of work experience in MEL particularly in: outcome mapping, tracking key indicators, and in documentation in the form of learning briefs
Desired:
- INGO experience
TECHNICAL SKILLS
Required:
- Excellent written and verbal communication in English;
- Computer skills (Word processing, database management); data analysis;
- Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development.
Desired:
- Knowledge and practical experience in using Microsoft Publisher
- Knowledge of statistical software like SPSS and experiences in database development applying common software like MS Access.

CONTACTS/KEY RELATIONSHIPS
The job holder is expected to collaborate with the local government counterparts and other partners, with the program office’s supervisors, project/program managers, and other CARE Staff.
WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED
The post is located in Addis Ababa and with no or very little travel out of the project implementation area.
