Project background

The Seas of Change Ethiopia project is a 5-year project that will work at the nexus of the regenerative agriculture (RA) and productive use of renewable energy (PURE) areas. The project aims to drive system transformation in the RA and PURE nexus by promoting regenerative agriculture (RA) practices that restore ecosystems, enhance productivity, and integrate with renewable energy solutions for sustainable market systems and inclusive growth. The project will apply an innovative hybrid implementation model where it leverages existing initiatives and expertise within the ecosystem and connects actors to facilitate processes and encourage synergies.

The Seas of Change Ethiopia project falls under the Strategic Partnership umbrella programme. The Strategic Partnership programme will provide strategic steering and support to the RA-PURE nexus portfolio (in and beyond SNV), with dedicated programs towards advancing the RA-PURE nexus in Ethiopia, Kenya, Rwanda, and Uganda.

Purpose of the Job

The MEAL Advisor will oversee the design and implementation of a comprehensive MEAL framework to ensure data-driven decision-making and impact measurement of the RA-PURE nexus project This role is responsible for institutionalizing systems transformation thinking, guiding adaptive management, and supporting project teams and partners in effectively tracking progress and scaling impact.

The Advisor will work closely with Country and Global MEAL team, program leadership, implementation partners, and stakeholders to foster a culture of learning, accountability, and innovation. This includes developing and managing MEAL tools, conducting data analysis, and ensuring alignment with donor requirements and strategic objectives.

Job Description

MEAL Framework Development & Systems Thinking Integration

  • Develop and implement a robust MEAL framework, including key performance indicators (KPIs), methodologies, and data collection tools, to track project outcomes and impacts.
  • Align MEAL strategies with donor requirements, organizational objectives, and sectoral priorities.
  • Institutionalize systems transformation thinking within project teams and partners by integrating it into MEAL approaches and program design.
  • Ensure the MEAL framework supports real-time monitoring, adaptive management, and learning-driven decision-making.

Data Collection, Analysis & Reporting

  • Lead the design and execution of baseline, midline, and endline evaluations to assess project impacts.
  • Develop data collection protocols and ensure high-quality, reliable, and ethical data from project sites and stakeholders.
  • Analyze quantitative and qualitative data to identify trends, challenges, and opportunities for program improvement, and to prepare high-quality reports.
  • Develop user-friendly dashboards and data visualizations to communicate findings effectively.

Learning, Knowledge Sharing & Adaptive Management

  • Capture case studies, success stories, and best practices to inform future projects and policy development.

  • Ensure feedback mechanisms are in place to integrate stakeholder input into project design and execution.

Capacity Building & Stakeholder Engagement

  • Train and mentor project staff, partners, and stakeholders on MEAL principles, tools, and data collection techniques.
  • Provide technical support and guidance to ensure MEAL practices are effectively applied across all program components.
  • Support fostering collaborative relationships with donors, policymakers, and other ecosystem actors to strengthen the RA-PURE nexus.

Compliance, Quality Assurance & Ethical Standards

  • Ensure that all MEAL activities comply with ethical standards, data protection regulations, and donor requirements.
  • Regularly review and update MEAL tools and methodologies to maintain relevance and accuracy.
  • Conduct field visits to validate data and assess MEAL system implementation.
  • Manage the corporate-level results database, consolidating program impact data for internal and external reporting.

Qualifications

  • Bachelor or Master’s degree in specialised/ relevant technical field.
  • A minimum of 8 years experience in development work and project implementation or technical field

Additionally:

  • Solid and direct experience in result measurement and management in MSD approach and in DCED standard is an added value.
  • Training on Monitoring and results measurement, data collection and aggregation, and very good computer literacy are preferred.
