Job Summary:
FHI 360 is seeking applications for a Senior Monitoring, Evaluation and Learning (MEL) Advisor position for a USAID-funded project which aims to strengthen the Government of Uganda’s (GOU) performance in implementing strategies to improve maternal, newborn and child health and nutrition outcomes, including the implementation of Kampala-based work to develop effective models to improve services for urban populations, focusing on under-served/resourced communities. The Senior MEL Advisor will work under supervision of the Monitoring, Evaluation and Learning Director to support ongoing design and implementation of the project MEL plan.
Responsibilities:
- Led project Monitoring, Evaluation and Learning functions for the service delivery component in Kampala district including; results reporting, data utilization, capacity building and support to program decision making and knowledge management.
- Facilitate development and implementation of the project’s MEL performance monitoring plan and budget to effectively track project activities, outcomes, and results.
- Participate in the development and maintain project databases to capture relevant data on key indicators
- Conduct periodic routine data quality assessments and implement corrective actions to address gaps identified for project-supported facilities
- Participate in writing regular, timely progress reports of activities and results for USAID and other stakeholders
- Conduct rigorous annual data quality assessments on all project indicators, and write up and disseminate results
- Coordinate and closely work with relevant district Biostatisticians to ensure smooth implementation of HMIS functions at various levels
- Regularly identify short, intermediate and long-term MEL technical assistance needs by GoU sectors and healthcare facilities that are supported by the project and developing and actioning responsive plans as needed.
- Contribute to the dissemination and utilization of project results with partners in Kampala, national and sub national level using a variety of for such as publications, conference presentations, technical briefs, research reports, etc.
- Take lead and conduct weekly, monthly and quarterly MNCH and Nutrition data analytics, and support the project team to disseminate these to MNCH and Nutrition actors at national and subnational levels, using innovative methods.
- Provide periodic and adhoc data as requested by MEL Director, including data calls.
Required Experience & Qualifications
- A master’s degree in either Public Health, Epidemiology, Statistics, Biostatistics or a related field
- Minimum of 5-7 years of experience in monitoring, evaluation and learning of large-scale health and MNCH and Nutrition service delivery and strengthening programs
- Significant experience with USAID reporting regulations, including experience with service delivery indicators in MNCH, FP and Nutrition
- Demonstrated skills in quantitative data analysis; data management (maintaining a database, quality control measures); training/mentoring healthcare facility teams on records management; reporting; and in presentation of data in creative ways.
- Proficiency in using databases and statistical software is required (e.g. Stata, SPSS or EPI-Info) as well as strong skills in Excel, Word, PowerPoint and mobile technologies to report data
- Knowledge and skills with health informatics including data visualization and applications is a strong advantage
- Excellent written and oral communication skills in English, and must be able to communicate and coordinate effectively with other donors and partners.
