Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Monitoring, Evaluation, and Learning (MEL) Manager position on an anticipated U.S. Agency for International Development (USAID)-funded program in Liberia. The goal of this activity is to improve the capacities of targeted Government of Liberia ministries and commissions, and local governments to formulate and administer sound tax policies, improve budget transparency, deepen decentralization, and deliver quality services at the sub-national level. This will be achieved by improving the capacity of the Government of Liberia to mobilize domestic revenue; supporting the Government of Liberia to improve budget transparency; capacitating local governments to improve local development and service delivery; and supporting solid waste management initiatives, such as landfill implementation.

Position Description:

The MEL Manager will be responsible for developing, updating, and tracking performance indicators and data against the project MEL Plan. This includes creating collection methodologies and oversight to baseline data collection, data cleaning and analysis, data quality assessments, and learning. The MEL Manager is responsible for implementing the collaboration, learning, and adapting (CLA) approach, which includes filling knowledge gaps; applying learning from evaluations, periodic monitoring, and reflection processes; and knowledge sharing. The MEL Manager will provide on-site monitoring, oversight, and accountability of program activities through collection of indicator data and analysis of activity progress.

Responsibilities:

The MEL Manager is responsible for the overall data collection for the Activity. S/he will collaborate with the Chief of Party and technical team members on annual planning, definition of outputs, outcomes, and results, and coordinate the preparation of quarterly and annual reports, as well as other deliverables involving democracy and governance-related data and indicators. The MEL Manager will support creative and high-quality project communications and knowledge sharing products. S/he will support partners, grantees, and staff in collection, reporting, and verifying data and indicators to meet USAID quality standards. This is a long-term position based in Monrovia.

Qualifications:

* Master’s Degree in quantitative science or related field required.

* At least seven (7) years of demonstrated experience in monitoring, evaluation, and learning.

* At least five (5) years of demonstrated leadership of MEL tasks and teams.

* Familiarity with academic research methodologies and data collection, as well as theory of change.

* Experience in MEL with donor-funded projects, including working with grantees, required; USAID-funded project strongly preferred.

* Experience in MEL on policy reform, decentralization, and service delivery projects strongly preferred.

* Excellent oral and written communication skills. Demonstrated ability to think strategically and communicate his/her vision to partners and colleagues.

* Proven experience navigating complex and high-pressure operating environments.

* Proficiency in written and spoken English is required. * Liberian nationals strongly encouraged to apply!

Tetra Tech is helping to improve the capacity of non-governmental organizations (NGOs) and civil society organizations (CSOs) to increase the practical knowledge of vulnerable Iraqis of their rights, responsibilities, and remedies under the law. The program aims to increase the competence and availability of legal professionals assisting vulnerable populations, and to improve government processes to facilitate access to government services and legal remedies. The program has a particular emphasis on improving access to justice for women and youth.

We are managing an $8.25 million grants program that provides funds to Iraqi NGOs, law schools, and bar associations operating in 13 of the 18 Iraqi provinces. The program has disseminated more than 60,000 public awareness materials, supported 4,842 legal cases on behalf of vulnerable Iraqis, established 30 grassroots legal clinics, and provided more than 32,000 person-days of education to vulnerable Iraqis on their legal rights; more than 75 percent of participants have been women.

In addition, five universities have launched legal clinic practicum courses and have established law school legal clinics providing legal services to vulnerable Iraqis.
