Are you passionate about Monitoring, Evaluation, and Learning? WUSC is seeking a MEL Officer to track implementation progress and measure impact of its project.

BACKGROUND

WUSC is a Canadian global development organization working to catalyze positive education and economic outcomes for young people. We bring together and collaborate with a diverse network of partners (including students, volunteers, schools, governments, not-for-profits, and businesses) who share this mission. Together, we influence systems change, and foster inclusive, youth-centered solutions that enable young people to thrive and belong. We work with all young people, with a focus on women and displaced populations. WUSC currently operates in 28 countries across Africa, Asia, the Middle East, and Latin America and the Caribbean, as well as in Canada, with an annual budget of approximately CAD $65 million. Our global team includes over 100 staff in Canada and more than 250 staff internationally, implementing a diverse portfolio of development projects in collaboration with numerous multilateral and bilateral donors, and philanthropic foundations.

WUSC is currently recruiting a Monitoring, Evaluation and Learning Officer who will provide support to the delivery of a five-year multi-country project supporting the growth of women led enterprises, particularly those led by young rural women. Funded by Mastercard Foundation, the project is deploying a combination of targeted business development services and access to finance to support the sustainable growth of MSMEs led or owned by women. The project is implemented in Ethiopia, Rwanda, Ghana and Nigeria with a broad range of local partners. WUSC works in close partnership with an access to finance partner, Seedstars, responsible for capital deployment, with WUSC coordinating business development services delivered in partnership with local Enterprise Support Organisations (ESOs). WUSC will implement a robust learning strategy to assess multiple use cases for deploying both financial services and business development support (BDS), and to evaluate their impact on traditionally underserved groups, particularly young women in rural areas. WUSC has the overall management responsibility of the project.

RESPONSIBILITIES

Under the supervision of the MEL and Data Compliance Manager, the MEL Officer will be responsible for supporting the monitoring, evaluation and learning activities of the Pathways to Scale project across its implementing Countries. His/her roles and responsibilities will include;

Support Implementation of the Project MEL Plan

  • Implement and contribute to the regular update of the MEL Plan, in line with Results-Based Management (RBM) principles, as well as organizational requirements;
  • Carry out all MEL-related tasks (such as planning, coordination of monitoring and data collection activities, training of staff, etc.) in accordance with the project’s MEL plan;
  • Support the capacity strengthening of partners in MEL and Data Compliance to ensure their meaningful participation in all stages of the MEL plan, including the design of the MEL framework and tools, data collection activities, data analysis, and the dissemination and use of findings.
  • Provide high quality technical support on planning, development and implementation of the MEL plan to project and partner staff; and
  • Contributing to regular communication and coordination with regard to the collection and exchange of MEL-related information with project stakeholders.

MEL tools Design, Deployment and Quality Assurance

  • Assist in creating, reviewing, deploying, and updating MEL tools to track activities, collect program data, and support evidence-based reporting and adaptive learning
  • Support development and enforcement of P2S data protection measures, ensuring legal compliance, strong privacy protocols, and an inclusive, MERL-ready data platform;
  • Support the MEL and Data Compliance Manager to identify training needs of staff including local partner staff working on the project and recommend actions for improving capacity with regard to MEL;
  • Ensure that MEL activities are carried out by partners in accordance with the project’s MEL Plan and Standard Operating Procedures (SOPs);
  • Work with technical staff and partners to ensure that the necessary MEL data is collected and submitted through the MEL data management system.
  • Conduct data quality checks on data submitted into the MEL database management system and identify any monitoring needs based for follow up.
  • Ensure accurate and complete MEL-related files are filed, maintained and updated, in a way that ensure data security;
  • Support qualitative data collection for the purposes of documentation and dissemination of lessons learnt, case studies and stories of change.

Communications, knowledge management and Reporting Duties

  • Ensure timely and regular MEL data are shared with project colleagues to feed into reporting cycles, mainly annual narrative report, in an efficient and timely manner, in accordance with organizational and donor’s standards;
  • Ensure updates of project MEL processes are communicated and shared with project staff across all partner organizations;
  • Work with the Communications specialist and MEL & Data Compliance manager in putting together knowledge products for sharing learnings internally and externally.
  • Maintain and regularly update the database and support in the compilation of high quality and evidence-based donor reports;
  • Respond to requests for information from WUSC and Mastercard Foundation staff and other project partners,
  • In collaboration with other project staff and partners, contribute to the translation of project data into knowledge products through various communication channels relevant to project stakeholders (blogs, guidance notes, newsletters, social media, etc.).
  • Undertake any other tasks assigned by the MEL & Data Compliance Manager.

QUALIFICATIONS AND COMPETENCIES

Education

  • A Bachelor’s or Master’s Degree in social sciences, statistics or related field.

Experience & Competencies

  • A minimum of five years of experience in developing and implementing monitoring and evaluation system and plans especially for women economic empowerment projects/programmes
  • Experience with designing and managing database systems such as salesforce and other data analysis software (required). Familiarity with the Google Workspace will be an advantage
  • Experience working with international development partners, international non-governmental organizations and donors.
  • Experience in capturing and translating project evidence into useful knowledge products (using different forms of communication channels) to support the project’s communication objectives will be an asset;
  • Experience with RBM concepts and principles is required;
  • Experience in both quantitative and qualitative data collection and analysis;
  • Experience working with ethnically diverse communities and with projects implementing gender mainstreaming strategies;
  • Curious, enthusiastic and willing to innovate and adapt.

Languages

  • Excellent written and verbal communication skills in English. Working knowledge of French, Kinyarwanda or Swahili will be an advantage
