International Alert is one of the world’s leading peacebuilding organisations, with 32 years of experience supporting communities, advising governments, organisations and companies on how to build sustainable peace. Alert works with a diverse range of people in conflict-affected and fragile areas to make a positive difference for peace; to improve the substance and implementation of international policies relevant to peacebuilding; and to strengthen the peacebuilding sector. Alert established an office in Nairobi in 2016 and as our programming in Kenya expands we need to recruit a Monitoring, Evaluation and Learning officer for USAID funded projects being implemented in Turkana, Wajir, Nairobi and Migori.

You will oversee and coordinate the monitoring and evaluation of Alert’s projects in Kenya, and ensure learning is shared internally and externally. The post holder will work closely with programme staff and provide advice and guidance on Monitoring, Evaluating & Learning (MEL) tools, processes and best practice. The post holder will also take part in internal evaluations and support the management of external evaluations, ensuring that learning is fed back into the design and adjustment of projects.

Main Duties and Responsibilities

  • Develop, together with project teams, Monitoring and Evaluation plans in line with specific project intended goals and outcomes;
  • Work with project staff to ensure that MEL activities are integrated into project design and sufficiently budgeted for;
  • Advise partners on MEL, ensuring that partner staff are implementing best practice on joint projects with Alert;
  • Through training and accompaniment, build knowledge and skills of Alert staff and partners in monitoring and evaluation methods and tools including logical frameworks, data collection, data analysis and result-oriented programming;
  • Ensure that teams are up to date with the latest tools and approaches for peacebuilding MEL and support their implementation together with the PDAM;
  • Coordinate and deliver Design, Monitoring and Evaluating (DM&E) training and learning programmes including inductions, refreshers and learning workshops.
  • Coordinate and support programme review and reflection sessions.
  • Support project staff to collect and analyse monitoring data and conduct verification visits to activity sites;
  • Coordinate with implementing partners for collecting data against agreed indicators
  • Record, manage and preserve monitoring and evaluation data in a safe and accessible way, in accordance with EU data protection regulations, including on Alert’s global results system;
  • Coordinate the Nairobi office’s approach to EU data protection regulations;
  • Ensure dissemination of lessons learnt internally for redesign and learning purposes;
  • Facilitate internal review sessions with staff and partners of programme impact;
  • Coordinate with Communications staff to ensure that impact from Kenya programme is disseminated on webpages and other forums;
  • Work with project design staff to ensure learning from previous programming is integrated into new business development
  • Contribute to organisation-wide learning and exchange on MEL.

ESSENTIAL REQUIREMENTS

  • Masters in relevant subject (social sciences, governance, peace and conflict studies, M&E)
  • A good theoretical knowledge and practical experience of the concepts and practices of M&E (both qualitative and quantitative)
  • At least 5 years successful experience of implementing or coordinating DME processes at project levelin a development, humanitarian or conflict context
  • Proven knowledge and understanding of programme cycle management, information management and reporting

DESIRABLE REQUIREMENTS

  • Knowledge and experience of M&E in the peacebuilding sector Experience with Outcome Harvesting/ Outcome Mapping

International Alert was founded in 1986 to help people find peaceful solutions to conflict.At that time, the number of conflicts between countries was decreasing, but there was an alarming increase in the number of conflicts within countries. These conflicts were undermining development and leading to gross violations of human rights. Identifying and highlighting individual abuses of human rights was not enough; a different approach was desperately needed. The following year, SIFEC merged with another organisation, International Alert on Genocide and Massacres, to become the charity we know today.In 1986 we named our first Board of Trustees as well as Secretary General, Martin Ennals. Martin was the former Secretary General of Amnesty International and founder of Article 19, and a pioneer of the human rights movement. He served as our Secretary General – and for a time our only full-time member of staff – from 1986–1990.
