Position Title: Monitoring, Evaluation and Research Director

Reports to: Chief Medical Officer

Location: Neno, Malawi

Position Overview:

The Monitoring, Evaluation and Research (MER) Director will be responsible for overall leadership and management of a diverse team who support M&E, medical informatics and research. S/he will report to the Chief Medical Officer and work closely with PIH clinical directors and the Ministry of Health (MOH) to support the measurement and research of our health services delivery and socio-economic accompaniment to vulnerable people living in Neno.

The ideal candidate for this position will be a seasoned expert in monitoring and evaluation, management, research as well as have familiarity with medical informatics. S/he will have excellent leadership and mentorship skills. S/he will be able to adapt to a fast-paced work environment,and prioritize and manage multiple tasks. S/he should be comfortable living in a rural setting and committed to the movement for social justice and global health.

Responsibilities and Duties:

  1. Program Management
    • Lead, mentor and supervise the M&E, Medical Informatics, and Research teams
    • Mentor staff, visiting students, medical residents, and volunteers in data literacy and analytic skills
    • Advise the Clinical Directors and Executive Director and update the Boston-based MEQ Team on all aspects of PIH monitoring and evaluation activities
    • Represent the MEQ Department on the PIH Senior Management Team
    • Participate in the development of work plans and budgets
    • Represent PIH at relevant district-, zonal-, and national- level meetings
  2. Monitoring & Evaluation and Quality Improvement
    • Lead data collection, cleaning, management, and analysis activities across clinical, community health programs
    • Disseminate monitoring data through programmatic reviews
    • Develop indicators, monitoring tools, reporting tools, and results frameworks
    • Collaboratively design, implement, and communicate programmatic evaluations
    • Oversee production of monthly, quarterly, and annual program reports in direct partnership with the Ministry of Health district HMIS team
    • Write or provide substantive input into monitoring and evaluation components of grant proposal development
    • Oversee implementation of GIS activities led by the Boston-based MEQ team
  3. Medical Informatics
    • Lead the Medical Informatics team’s data collection, reporting, and quality initiatives
    • Manage the scope and utility of data collected in several platforms including an Electronic Medical Record (EMR), DHIS2, and other software
    • Liaise with Boston-based informatics team, providing feedback on existing system functionality and requirements for new functionality
  4. Operational Research
    • Identify uses for data that improve care and generate data sets and analyses to support program evaluations and operational research
    • Support research-related activities including: protocol development, Institutional Review Board applications, literature reviews, study design, data collection instruments, data entry, management and analysis, and preparation of abstracts, posters, oral presentations and publications
    • Lead and participate in PIH research committee meetings
    • Work to harmonize operational research efforts within PIH’s broader research platform
    • Provide technical scientific and research support to clinical and community health teams

Required Qualifications and Experience:

  • Masters or Ph.D. in epidemiology, economics, public health, biostatistics, or equivalent expertise gained through work experience
  • Demonstrated experience in managing teams and building data utilization capacity
  • Two or more years of experience with program monitoring and evaluation related to public health, including maternal health, HIV/AIDS and/or TB
  • Demonstrated skills in quantitative and qualitative methods
  • Ability to mentor and manage individuals with diverse educational and cultural backgrounds
  • Highly detail-oriented with experience designing M&E tracking tools and instruments
  • Ability to prioritize multiple tasks, work under pressure, and meet deadlines
  • Comfort working in teams as well as acting independently
  • Excellent written and verbal communication skills in the English language
  • Two or more years field experience in resource-constrained setting, ideally sub-Saharan Africa
  • Willingness to live in a remote area, with frequent travel to Lilongwe, Blantyre and nearby health centres

Preferred Qualifications and Experience:

  • Chichewa language skills strongly preferred
  • Excellent skills in statistics, with experience using STATA or R
  • Knowledge of GIS concepts and familiarity with GIS software
  • Demonstrated ability to conduct operational research, including protocol design and IRB oversight, as well as to disseminate findings
  • Familiarity with database design and maintenance and data visualization, particularly using the Microsoft Office suite
  • Experience interacting with OpenMRS electronic medical record systems and/or DHIS2 health information systems
