MONITORING AND EVALUATION OFFICER
The AIDS Foundation of SA (AFSA) is a development organisation that exists to support local, national and regional efforts to reduce new HIV, STI and TB infections, address the social and structural drivers of HIV, remove the barriers to the realisation of sexual and reproductive health rights (SRHR), and build resilient communities.
AFSA wishes to appoint a suitably qualified individual to serve as a Monitoring and Evaluation Officers for the Global Fund (GF) grant. Only suitable applicants residing in surrounding Durban area will be considered. Applicants must have the ability to work in a demanding and high pressured environment, be able and willing to work long hours as well as have a support system that allows them to travel frequently.
Responsibilities include but are not limited to:
- Orientate and train Sub-recipients (SRs) on the use of monitoring and tools, data collection methods, quality control, data capture, reporting and record keeping;
- Monitor SRs in respect of their application of Monitoring and Evaluation (M&E) tools and data collection, quality control measures, data capture at primary / site level;
- Perform verification and validation of SR data on a monthly basis;
- Track performance of SRs against performance framework targets and deliverables;
- Analyse and interpret data to provide information to the Sub-Recipient on strategic programme impact.
- Conduct quarterly data audits of SRs;
- Identify, assess, fix, document and communicate M&E issues at site/primary level;
- Perform spot checks on SRs as required; and
- Provide M&E technical assistance and mentorship to SRs.
- Perform other related duties as assigned and agreed upon
Requirements:
- Bachelor’s degree in health sciences, informatics or related field;
- Minimum of three years M&E experience within health development sector;
- Knowledge of STATA, SAS or SPSS statistical software advantageous.
- Experience in M&E reporting to international donor agencies essential experience with Global Fund preferable.
- Advanced computer skills
- Proficiency in Microsoft Excel essential
- Experience with Microsoft Access preferable
- Willingness to travel extensively (i.e. 50%)
- A valid driver’s license and at least one year’s driving experience.
