FHI 360 is seeking to recruit for a Monitoring, and Evaluation Technical Officer II position. The purpose of the position is to provide technical support to the Ministry of Health in the planning, coordination, tracking and documentation of Maternal and Perinatal Death Surveillance and Response (MPDSR) interventions, and use of Reproductive Maternal Newborn Child and Adolescent Health (RMNCAH) data to guide program interventions and capacity building activities. Reporting to a Data Science and Learning Senior Advisor at FHI360, the Technical Officer will have the following roles and responsibilities:

Roles and responsibilities:

Coordination and Program Management:

  • Mobilize and provide secretarial support in the convening of quarterly MPDSR National Steering Committee meetings and managing weekly MPDSR and related interventions. This includes managing coordination meetings and ensure follow-up on actions, recommendations, and decisions made
  • Assist supervisors to promote intra- and inter-sectoral and multi-stakeholder collaboration and linkages to strengthen targeted response to actions proposed by the steering committee, using data
  • Track implementation of activities tailored towards accelerating the reduction of preventable maternal and perinatal mortality as guided by the ministry
  • Coordinate compilation and dissemination of national monthly, quarterly, and annual MPDSR reports
  • Assist the rest of the MCHN team with the development of monthly, quarterly, and annual workplans.

Monitoring and Evaluation functions:

  • Assist the ministry and stakeholders to closely work with regional referral hospital, district and implementing partner data teams to ensure consistent supply and availability of data collection and reporting tools for MPDSR at site level
  • Work with regional partners and referral hospitals to ensure timely reporting (both weekly and monthly maternal and perinatal death notification and review reports) to further strengthen the national level response towards reduction of preventable deaths.
  • Closely work with the rest of USAID MCHN and ministry teams to, on a routine basis, conduct and provide MCH and nutrition data analytics dashboards
  • On routine basis, work with USAID MCHN team to further deepen utilization of weekly and monthly MPDSR data by managers and healthcare facility teams in Kampala
  • Actively participate in USAID MCHN efforts towards strengthening health management information systems at healthcare facilities in Kampala through site-level capacity building activities, including data quality assessment and improvement actions.
  • Contribute to the writing of project weekly, monthly, quarterly, and annual progress reports

Job Summary:

Provides final authorization and approval of the technical portions of proposals and project design, based on the design and direction set by technical leadership. Drafts the technical portions of proposals and project design, based on the design and direction set by technical leadership. Provides higher-level administrative support on core project operations (e.g., update manuals, assist with proposals, and budget tracking). Contributes to new business development initiatives including project design, budgeting, and recruitment efforts.

Technical Officers (Level I – III) provide a range of technical and administrative services at increasing levels of complexity to support project implementation and proposal development. Individuals within these positions are expected to demonstrate an increasing level of proficiency with the specific relevant technical area.
