SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

About the mission

Solidarités International (SI) has been present in northern Mozambique since 2019, initially in response to Cyclone Idai and later expanding its operations to address the conflict-related crisis in Cabo Delgado. SI currently operates from Pemba, Mueda and Mocímboa da Praia, implementing emergency and early recovery activities in WASH, Shelter/NFI, Food Security and Rapid Response.

Following major BHA funding cuts in early 2025, the mission underwent significant restructuring. In early 2026, the mission entered a new phase marked by the confirmation of several short-term emergency grants and the expected launch of a major multi-year development-oriented project funded by DG INTPA, in consortium, focused on Education, WASH and Livelihoods. Donors: ECHO / UNICEF / SDC/ CDCS / WFP/OCHA (HF)/DG INTPA

Projects/activities:
Rapid Response Mechanism to shocs (conflict, natural disaters, epidemics): multisectoral wash/food/shelterNFI assistance through CVA or InKind distributions
WaSH: Rehabilitation of a major water network (+100K people) and system (source, water stations), water points rehabilitation and/or construction, WASH in school, WASH in Health, construction of Rain water harvesting system, family and community latrines constructions, Hygiene Promotion, cleaning campaign
FSL: seeds + equipment distributions, supports to cooperatives / Cash transfer
Shelter: today mainly emergency shelter and NFI through RRM

Maputo: Country Representative (consultancy service contracted)
Pemba: AreaCoo + WASH COO + FSL COO + DCD Program Coo + GRANT Coo + FIN Coo + LOG Coo + HR Manager

About the job

GENERAL OBJECTIVE:

The Country Director (CD) is Solidarités International’s official representative in country and is in charge of the external representation and is in direct liaison with SI HQ. S/he proposes the country strategy and ensure its implementation when validated. S/he coordinates teams and ensures resources are properly allocated for the smooth running of the mission as per strategy and projects objectives. S/he is in charge of employees and goods security.

THE MAIN CHALLENGES:

1- After a massive recent restructuration of mission due to BHA termination and reduction of activities => from 140 staffs to 40/50 staffs in 2 months / from 3 bases to 1 coordination/operational base + 1 sub-base / reduction of all support costs (premisses, vehicles…) the mission is growing again to 3 bases with multiple donors and the CD is expected to manage this growth internally adapting the capacity and means for a short period of time (6 months) while setting the basis for a more sustainable structure for 2027 including nationalisation of key positions.
3- Risk of loss of efficiency in daily security management as well as project management and monitoring
4- Potential disorganisation and unclarity of teams roles and responsibilities
5- Relationship with authorities are time-consuming and leads to delays, frustrations and regular tensions.
6- Financial growth for the second semester. However, the financial outlook for 27 is less positive and the CD must prepare the organisation adequately.

PRIORITIES FOR THE 2/3 FIRST MONTHS:

Close financial monitoring in a moment of growth and potential downsizing in 27.
Cooridnation, management, organisation and clarification of roles and responsibilities in a context of the joining of numerous senior positions (DCD/P, Wash Coo, RRM Coo, FSL Coo etc)
Support the Area Coo and security manager to maintain and improve our security plans and analysis capacity .
Support the design, the presentation and the implementation of the upcoming 26/29 strategy.
Maintain the fundraising current positive dynamic and SI strategic positionning and image through regular visits in Maputo and with donors/Clusters/INGOs etc.
Use the 26 second semester to build the foundation of a more sustainable HR structure through the identification of key positions to be nationalized and support the expatriates in their capacity building exercise.

SECURITY CONSTRAINTS:

Security level 2 in Pemba with limited constraints.
Mueda and Mocímboa da Praia are security level 3, with stronger movement restrictions and access depending on local conditions and Security Department guidance.

Your profile

DIPLOMA AND EXPERIENCE:

Master in humanitarian action, development, international law or any other technical area related to the humanitarian sector

Experience in the humanitarian sector : +5 years

Experience on a similar position : 2 – 3 years

SKILLS:

TECHNICAL SKILLS

1. Macro financial management skills and knowledge of SI mission financial management tools

2. Very good strategic planning and coordination skills

TRANSVERSAL SKILLS

1. Leadership, coordination and HR management

2. Planning and priorization

LANGUAGE:

1. English (mandatory)

SI will offer you

A salaried position:
According to experience, starting from EUR 3740 gross per month (3400 EUR base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

The CD position is based in Pemba at the coordination/operational office of Cabo Delgado, Mozambique.
Expats live in SI new comfortable GH located close to the beach and restaurants. Life in Pemba is normal. It is a touristic city with beaches, hotels, several nice restaurants, and numerous grocery shops with imported goods. A car with driver, shared between expatriates, is available for movements. Expats are allowed to use taxis and bicycles. They are also allowed to walk. Pemba offers relatively good living conditions for expatriates, with stable access to water and electricity, functional internet, and adequate accommodation. SI provides office and guesthouse facilities.

The position is based in Pemba, with regular travel to field bases. Living conditions in field locations are more basic but remain functional. Field visits are generally short and depend on operational and security conditions.
Visits to Mueda sub-base are required. Mueda has a market, few local restaurants, and a bar; locally available ingredients are somewhat limited, but squid and fish, mangos (in season), and other seasonal items are readily available, with imported goods available to be sent up from Pemba.
