YOUR NEW OPPORTUNITY

Reporting to the Mozambique Field Coordinator and to the Global Director/ VP of Finance and Administration, the Finance & Administration Manager Mozambique will collaborate with the national and global teams on Admin and Finance related matters. In particular, the Finance & Administration Manager Mozambique will develop and implement strategies and supervise activities around finance, operations, HR, and Government Due-Process issues in the country.

MOZAMBIQUE FINANCE & ADMINISTRATION MANAGER RESPONSIBILITIES

  • Finance Duties
    • Ensure costs are allocated to the correct cost center and documented in compliance with audit complaint procurement and finance procedures.
    • Ensure internal control procedures are followed for all cash disbursements, receipts and transfers.
    • Maintain accounting records for the Mozambique program.
    • Assist the Field Coordinator and the VP – Programs, Africa & Middle East, in preparing budgets.
    • Prepare budget vs actual, and financial reports.
    • Open bank accounts and represent Build Change in solicitation of services and resolution of problems with financial institutions.
    • Prepare and track bank transfers for payroll and vendors payments in Mozambique.
    • Ensure compliance with national tax and labor regulations.
    • Provide training to all staff to ensure proper procedures are followed.
    • Report regularly to HQ director of finance and administration.
    • Recruit, mentor and manage junior accounting staff.
  • Operations Duties
    • Select, equip and maintain Build Change’s Guesthouse in Nampula.
    • Select, open, equip and maintain Build Change’s Mozambique project offices.
    • Locate and negotiate leases for new offices or guesthouses when required.
    • Implement Build Change’s procurement system, obtaining requests for quotations, keeping track of items ordered and inventory control system.
    • Hire and manage vehicles and drivers including preparing contracts, coordinating schedules, implementing Build Change’s vehicle manual.
    • Implement Build Change’s Mozambique Safety & Security Standard Operating Procedures, Security Plan, and Emergency Plan.
    • Maintain and update assets register.
    • Maintain phone and internet systems, and implement systems for remote communication.
    • Coordinate project related to domestic and international travel.
    • Recruit and supervise necessary support staff such as operations & logistics assistants and other support staff as required.
  • Human Resources Duties
    • Lead recruiting process for national staff by posting vacancy announcements, collecting and sorting applications and CVs.
    • Create and maintain national staff personnel files.
    • Distribute, collect and check monthly timesheets from national staff and process payroll in compliance with Mozambique employment laws.
    • Prepare, complete and file contracts and hiring packets, including tracking benefits accumulation.
    • Update and disseminate Build Change employee regulations, in compliance with Mozambique employment law.
    • Coordinate and improve internal communications and organize team bonding activities.
    • Recruit and supervise an HR assistant, if necessary.
  • Government Due-Process Duties
    • Support the Field Coordinator and the Lawyer in completing required. administrative processes for registering Build Change as a non-profit in Mozambique and for renewing this status over time.
    • Lead the process of obtaining and renewing visas and/or work permits for expatriate staff.
    • Lead the process of complying with annual financial and programmatic audits required by the Government of Mozambique.
    • Represent Build Change for all required administrative processes in Mozambique.

OUR IDEAL CANDIDATE:

  • Ten years of experience in Administration, Finance, Accounting or Related Field.
  • Five years of experience in NGO/UN/Development work.
  • Experience managing a technical team.
  • Willingness to be based full-time in Nampula.

Other Requirements

  • This position is open to Mozambique Nationals only.
  • This position requires fluency in Portuguese and English.
