Reporting to the Mozambique Field Coordinator, the Mozambique Lead Communications & Outreachwill collaborate with the national team on Comms related matters. In particular, the Mozambique Lead Communications & Outreach will develop and implement strategies and supervise activities around Outreach Materials, Community Outreach Campaigns, Team Management, Advocacy, Reporting, Location & travel, and Safety & Security.

LEAD COMMUNICATIONS & OUTREACH – MOZAMBIQUE RESPONSIBILITIES

  • Strategy: Establish, in coordination with the Field Coordinator, the Lead Engineer, the VP Communications, and the VP Programs – Africa & Middle East, an outreach and communication strategy that is aligned with Build Change project objectives in Mozambique. Ensure that Build Change Communications and Branding are applied in compliance with Government of Mozambique Donor guidelines and imperatives. Be the main project point-person on all matters of Communications and Outreach.
  • Outreach Materials: Conception, Development, and Vetting of Outreach Materials – Under the management of the Field Coordinator, and in collaboration with the Lead Engineer, design and develop outreach materials aimed at spreading Build Back Safer information to project-area communities in Nampula, Nacala, Pemba and Montepuez. These outreached materials are meant to simplify and make comprehensible to community members, homeowners and local builders and artisans, the disaster-resistant construction guidelines developed by the Build Change engineering team in conformity with project implementation framework agreed upon with the Government of Mozambique. The Lead Communications & Outreach – Mozambique must ensure that all outreach materials are vetted with key community stakeholder groups in all four project implementation areas before finalization.
  • Community Outreach Campaign: Conceive and deploy the community outreach campaign in project-areas in Nampula, Nacala, Pemba and Montepuez. The campaign will use outreach materials developed for that purpose by the Community Outreach Team. This includes, but is not limited to: disseminating flyers, posters, social media posts, radio messages, and animating community events with live presentations, demonstrations and skits, as well as airing outreach videos.
  • Team Management: Manage the output of a 4-member Community Outreach Team. Responsible for coordinating the Team’s activities with the respective Team Leaders of Nampula, Nacala, Pemba and Montepuez, the Engineering Team, the Training Team and the overall Project Coordination Team, as well as with project partners’ and their staff. Specifically, responsible for managing the following project activities:
    • Build-Back-Safer Ambassadors: Ensure that each of the four Social Mobilisers promotes the Build-Back-Safe Ambassadors’ program and helps selecting, enrolling, training and engaging rotating Ambassador Groups consisting of community members.
    • Training Builders, Artisans, and Construction Materials Providers: Ensure that the four Social Mobilisers support and, when necessary, actively participate in, training activities taking place in their field location.
    • Program Participants’ Selection: Ensure that the four Social Mobilisers conduct program participants’ selection in coordination with project partners and local community stakeholders.
    • Social Mobilization During Project Implementation: Ensure that the four Social Mobilisers perform their social mobilization duties and ensure that project-enrolled families understand the project, and actively participate. Further ensure that the four Social Mobilisers support project-enrolled families in contracting local artisans and builders, receiving project subsidies, acquiring required materials and monitoring the progress of the intervention of their house, and when required helping families finding an adequate relocation solution during the duration of construction on their house.
    • Post Occupation Activities: Ensure that the four Social Mobilisers conduct post occupation surveys and other related activities.
  • Advocacy: Support activities geared toward Build Change advocacy in Mozambique, ensuring that the technical components are accurately represented. As needed, represent Build Change at technical conferences, conventions, and engineering societies & focus groups.
  • Reporting: Responsible for timely and accurate internal reporting of project activities in Nampula. Prepare weekly and monthly reports on project activities.
  • Location & travel: Job located in Nampula, Mozambique, with occasional travel to Maputo and to other project areas such as Nacala, Pemba and Montepuez.
  • Safety & Security: Observe and oversee the implementation of Build Change’s Construction Site Safety Policy, wear personal protective equipment on construction sites, and promote construction site safety within our projects. Respect Build Change Mozambique Safety & Security SOPs.

OUR IDEAL CANDIDATE:

  • Five years of experience in communications, community engagement & outreach.
  • Five years of experience in NGO/UN/Development work, preferably in community-oriented disaster response.
  • Familiar with the “homeowner-driven reconstruction approach”.
  • Willingness to be based full-time in Nampula.

  • This position requires fluency in Portuguese and English.
