SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

About the mission

Solidarités International (SI) has been providing life-saving assistance in northern Mozambique since March 2019, initially responding to Cyclone Idai. As the crisis in Cabo Delgado escalated, SI began operations in Mueda in July 2021 and progressively expanded to other northern districts including Nangade, Muidumbe, Palma and, more recently, Mocímboa da Praia. By 2022, SI had established a coordination office in Pemba and operational bases in Mueda and Palma.
Following the closure of the Palma base, SI opened a new base in Mocímboa da Praia in July 2023 to support urgent returnee needs. Today, SI operates from Pemba, Mueda and Mocímboa da Praia, covering not only the northern districts (Mueda, Mocímboa da Praia, Nangade, Muidumbe and Palma) but also additional districts further south, such as Metuge, Chiúre, Mecúfi and Ancuabe.
In 2024–2025, SI Mozambique has prioritized integrated, multisectoral programming focused on the Rapid Response Mechanism (RRM), WASH, Food Security and Livelihoods (FSL), and Shelter/NFI. At the beginning of 2025, however, major BHA funding cuts forced a significant restructuring, reducing the mission from approximately 140 to around 50 staff and prompting a reorganization of operations to maintain essential activities.
This restructuring coincided with a deterioration of the security situation in Cabo Delgado, with renewed attacks, increased displacement, and unpredictable access since mid-2024, requiring continuous adaptation of SI’s strategies.
Despite these challenges, SI continues to deliver principled, needs-based assistance across Cabo Delgado with the support of key donors such as ECHO, SDC, CDCS, IFSAN/UNICEF, the Solidarity Fund, and Aix-Marseille/AERMC.

Around 50 staff in total across the mission.
SI operates 3 bases:
• Pemba (Coordination Base): 27 staff
• Mueda (Operational Sub-base): 19 staff
• Mocímboa da Praia (Operational Sub-base): 4 staff

About the job

GENERAL OBJECTIVE:

The administrative coordinator will direct and coordinate all administrative, accounting and financial services associated with the mission.
He/she will take part in defining Solidarités International’s human resources policy and ensure that it is followed.
As coordinator, he is responsible for the mission’s financial balance.
He/she will monitor adherence to Solidarités administrative procedures and donor procedures as well as to the laws of the country in which intervention is taking place.
He/she is the point of reference for the mission, and the link between headquarters and the mission for all administrative matters

THE MAIN CHALLENGES:

  • Complex and evolving Mozambican legal and administrative environment
  • Visa and work permit procedures for expatriates remain lengthy and restrictive
  • Young mission with a relatively new team requiring training, coaching, and mentoring
  • Several HR policies and SOPs still need to be developed, finalized and implemented

PRIORITIES FOR THE 2/3 FIRST MONTHS:

  • Strengthen and build the capacities of the HR Coordination team

    • Ensure proper implementation and monitoring of the new salary grid and new HR policies recently developed (delocalization, travel management, travel business processes, etc.)

    • Develop and implement the remaining HR policies required for the mission

    • Ensure correct understanding and application of the Community Volunteers and Daily Workers management policy

    • Develop and implement the training policy and annual training plan

    • Finalize and implement the new health and mental health insurance schemes for the mission

    • Ensure ongoing capacity building and follow-up with the local partner organizations.

    • Support the development of new financial proposals, including budget preparation, including UN agencies.

    • Facilitate the closure of four grants planned Final financial report in start of 2026, ensuring compliance and proper reporting.

    • Serve as the mission’s point of reference and the link with headquarters on all Finance-related matters.

    • Support HQ in annual closure 2025

    • Support the team to set up or reopen the bases

SECURITY CONSTRAINTS:

Security level 2 in Pemba / very limited security constraints
Mueda and Mocimboa da Praia are security level 3 – more restrictions; movement and activities depend on local conditions and Security Department guidance

Your profile

DIPLOMA AND EXPERIENCE:

Minimumum Bachelor’s degree in Human Resources, Business Administration,Social sciences , Organization Development or related HR discipline

SKILLS:

TECHNICAL SKILLS

1. In-depth technical knowledge of the principles and concepts in HR administration (workforce and organizational planning,recruitment & selection , compensation and benefits , performance management, Training and development, employee relations, staff health and safety, and employee engagement), HR-good-practices, HR information systems and databases; / Knowledgeand experience working with SI HR procedures and tools is a major plus

2. Experience in HR policy reviews, development and implementation

3. Experience in capacity building and setting frameworks for staff development

4. Experience leading workplace investogation and supporting resolution of employee relations / Knowledge of Mozambique labout law is a plus

TRANSVERSAL SKILLS

SI will offer you

A salaried position:

According to experience, starting from EUR 2860 gross per month (2600 EUR base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Pemba is a peaceful coastal city with beautiful beaches, seafood, and a wide range of restaurants and leisure activities. There is no curfew, and walking is allowed during the day for expatriates. Many international NGOs are present. The guesthouse offers comfortable living conditions for expatriates with stable water and electricity. Internet connectivity is reliable (4G). Both bases are reachable by UNHAS flight in less than one hour.
