MAIN OBJECTIVE OF THE POSITION

Organizing and ensuring medical consultations to the target population providing treatment to patients within the scope of his/her medical competencies and referring them when appropriate, according to MSF protocols, procedures and the universal hygiene standards in order to guarantee quality and efficiency of the service provided.

 

RESPONSIBILITIES AND TASKS

·       Ensuring the implementation and standardization of MSF clinical policies, tools, and hygiene protocols in order to minimize clinical risks and to guarantee the quality of patient care management. Promoting and maintaining confidentiality regarding all patient cases and records

·       Implementing diagnosis, prescription and prevention procedures that fall under the scope of his/her competencies applying medical knowledge, asking appropriate questions to patients and following protocols in force as well as using laboratory services when necessary, in order to ensure a correct implementation of the medical treatments and to refer patients when appropriate.

·       Participating in the planning and supervision, in close coordination with other supervisors, the HR processes (sizing, staff shifts, recruitment, training, evaluation, development and communication) of the team in order to ensure both the sizing and the amount of knowledge required, improve people triage capabilities, their motivation and commitment and their active participation in teaching the targeted population on therapeutic and preventive protocols.

·       In cases of emergency, carrying out first aid care and treatment according to protocols in order to reduce mortality rates

·       Recording in the individual patient’s card and registration books, all performed medical activities (drugs prescribed, lab results, vaccination status, epidemiological activity, doses, etc.) keeping data traceability in order to ensure patients treatment continuity.

·       Participating in data collection and reporting when required

·       Knowing and implementing Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, providing them information regarding their health state and responding to their questions.

·       Knowing and promoting the proper application of Post Exposure Prophylaxis (PEP) Kit and Sexually Gender Based Violence (SGBV) protocol.

MSF is an independent, neutral and impartial organisation that is providing quality medical care free of charge regardeless the ethnic origin of our patients, so to both local and refugee population.

MSF Belgium left Ethiopia in 2013 and came back (new registration) in March 2021. As any new mission, all is being set-up: facilities, team, procedures, importation process, networking, security analysis, etc…

As a start, a first project has been opened in SNNP Region. Currently a need assessment is being conducted and a second ‘explo team’ will soon be ready to come in order to develop our response capacity. Therefore, the opening of other project(s) could be soon a reality.

(SNNPR Project) MSF is currently running medical and logistics activities in Konso zone, Alle Special Woreda, Derashe Special Woreda, Amaro Special Woreda and Burji Special Woreda. MSF Offices are located in Karat Town. However, MSF will adapt its strategy and activities according to the needs. For this reason the MSF team needs to be flexible and may have to work in others places that the ones mentionned above

Education·       Essential clinical officer diploma

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
