MAIN OBJECTIVE OF THE POSITION

As the primary focal point in his/her area of specialization, applying his expertise into field projects and providing 1st and 2nd line (remote and/or in person) technical and strategical support to coordination and field teams in the countries in his/her region according to MSF policies, guidelines and procedures in order to support the broader operational objectives of the mission.

At the moment of defining this job opening, the cell 3 mission portfolio is: DRC, CAR and Asia mission (projects in India and Thailand). The activity of this position will be in these 3 missions and any other which may be added during the period the person is developing his/her activities. The period in each mission will be defined by TELOCO depending on the needs.

Accountabilities

  • Conducting assessments in the countries of her/his region at the request of the coordination teams and based on the terms of reference established by its Logistics Coordinators. Proactively developing and proposing overall field visit schedules and suggesting any relevant changes based on operational needs.
  • Liaising with the Technical Advisor in HQ, contributing to define and improve the policies related to her/his area of specialization by providing feedback based on her/his experiences. Also, to provide recommendations for program as well as broader operational objectives, its implementation or improvement, according to MSF policies, guidelines, and procedures.
  • S/he advises and supports logistics coordinators and field teams in their decision-making related to their technical specialty. Provides detailed analyses of recurring complex problems.
  • S/he contributes to the skills development of personnel linked to WHS (watsans & logs) in collaboration with the team leader. At the request contributing to the definition of training content generally related to his/her area of expertise and facilitating the sessions.
  • Developing network and knowledge of local actors in his/her geographical area, related to her/his area of expertise (institutions, training centers, suppliers etc., as relevant).
  • Drafting visit reports and annual activity reports.
  • When requested by TELOCO, covering gaps and/or participating in emergency operations in her/his geographic area.
  • When requested by Logistic Coordinator or TELOCO s/he performs technical audits in the countries of her/his region.

MSF Section/Context Specific Accountabilities GENERAL

  • Definition and monitoring of annual planning and budgets and the Emergency Preparation Plan, defining strategies and advising the Logistics Coordinator/Deputy Logistics Cordinator/Watsans mission in the translation of the identified needs into objectives, priorities and resources needed for interventions.
  • Monitoring the efficient implementation of the overall watsan activities including anticipation of demand planning, procurement, etc) and the use of tools to support the different watsan activities (regular and emergency), proposing adjustments when needed.
  • Propose, improve, and implement MSF protocols, tools and techniques related to watsan in collaboration with HQ tech ref. Performing regular assessment of the watsan strategy (including field visit), ensuring that permanent support to the direct and indirect stakeholders is available and defining adjustments when necessary.
  • Ensuring the proper flow of communication within the mission (watsan, logistic, operational, medical and support departments) and with external stakeholders.
  • Support the log field team to solve technical problems affecting the optimal functionality of the equipment.
  • Help the field logistics team to collect and analyze the watsan indicators and develop realistic action plans (the “basics” always as a priority).
  • Ensure that field logistics teams implement preventive maintenance protocols, clear planning of human resources and equipment activity.
  • Training: In cooperation with the team leader, increase and standardize technical training for operational logisticians and specialists adapted to the reality of each mission. S/he will also conduct trainings on relevant topics to the staff of the mission.
  • Analyze and formulate recommendations for the ideal HR configuration.
  • Participate in the definition of job descriptions for watsan staff.
  • Participate in the recruitment of national technicians.
  • Local and regional assessment of the market for assets, tools and equipment related to its technical area, including after-sales services.
  • Validate the product-supplier pairing.
  • Define strategies for the supply and storage of equipment and spare parts in collaboration with Supply and Finance departments.
  • Regular reporting.
  • Other tasks delegated by the Logistics Coordinator/Deputy Logistic Coordinator/TELOCO linked to the activities of her/his job description.

SELECTION CRITERIA

  • Degree in a relevant technical area like civil engineer, environmental sciences, environmental health / public health engineer or similar technical education related to the job profile.
  • At least two years of NGO Watsan experience in the field
  • MSF experience is compulsory.
  • Experience providing training to adult learners.
  • Good command of project management
  • Good reporting and communication skills.
  • Fluent English and French.

CONDITIONS

  • 100% field position. The candidate selected will be based in Democratic Republic of Congo, Central African Republic and Asia missions (India and Thailand), working under the TELOCO ( + LogCos of each mission and coordinating with tec refs).
  • 12 Months contract.
  • Level 12 in Ifrg and final salary based on previous professional experience and according to MSF rewards policy. Plus secondary benefits.

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
