Result of Service

The National Consultant, guided by the Deputy Country Representative, under the overall leadership, guidance and decision-making authority of the Country Representative. The Deputy Country Representative provides inputs in a timely manner to inform results reporting and oversee implementation schedules, deliverables and budgets, as articulated in the programme document. Review of labor and other relevant legislation of Liberia relating to workers in the informal economy, including domestic workers. Conduct the mapping of actors working on the workers in the informal economy (this will serve as a baseline for concrete activities). Conduct a one-day policy discussion on the outcomes of the assessment involving the NAPBHR steering committee members, informal workers association, women and youth groups, refugees and migrants etc. Conduct two field missions to Grand Cape Mount County and in the southeast of the country.

Duties and Responsibilities

The National Consultant will be responsible for the following and will be required to work with partners including the Ministry of Labor, MOJ, INCHR, Trade Unions, and CSOs following tasks: Desk Research: Review relevant labor laws, regulations, and policies in Liberia, including the Decent Work Act, National Social Security laws, and other legal frameworks including international obligations that affect labor conditions including for domestic workers and mapping of actors. Stakeholder Consultations: Engage with key stakeholders, including government ministries (e.g., Ministry of Labor), trade unions, employers, and organizations representing informal workers, to gather insights into the implementation and challenges of existing labor laws. Data Collection: Collect quantitative and qualitative data on the informal labor market, including employment conditions, access to legal protections, wages, etc., including for domestic workers. Analysis of Gaps: Identify gaps between formal labor laws and their applicability to the informal sector including domestic workers, including areas where informal workers are excluded from legal protections (e.g., minimum wage, occupational safety). Additionally, gaps of national law with international human rights and labor obligations. Recommendations: Provide practical recommendations to bridge the gaps identified, including options for formalizing segments of the informal economy and extending legal protections to formal workers.

Qualifications/special skills

Advance degree in law, political science, international, social science or relations, social science or related field. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advance university degree. Advanced degree in Law, Labor Studies, Economics, or Social Science with a focus on labor laws, employment, or human rights or related field.

Languages

Standard Text: English and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English is required. Knowledge of an additional official UN language is an advantage. Arabic, Chinese, English, French, Russian and Spanish are the official languages of the United Nations Secretariat.

  1. Inception report: A detailed report that outlines the methodology, approach, and work plan for the mapping exercise. It should include timelines, key milestones, a stakeholder engagement plan and draft questionnaire to conduct the required assessment (20%). 2. A final report: A comprehensive document, which provides an overall analysis of all relevant labor laws, regulations, and policies in Liberia relating to domestic workers and other workers in the informal economy (the target groups of workers) (30%). 3. Further the report should provides detailed analysis of gaps in protecting the rights of the target groups of workers in the current legal frameworks in terms of work conditions(e.g. minimum wage, occupational safety), trade union rights and social security as well as of weak enforcement or ambiguity in existing laws and compliance with international law includes the mapping of key actors/stakeholder/Actor mapping of key actors. (50%).
