Organizational Background:

Future Resilience and Development Foundation (FRAD) is a registered non-profit organization with the corporate affairs commission (CAC) with No CAC/IT/NO/139393 in accordance with the Nigerian Law in 2019. FRAD is a Youth Led organization pioneered and steered by a group of passionate youths that are concerned about community development services to realize the sustainable development goals, We work to promote social service through community development projects that ensure meaningful access to services by the people in need, we aim to build the Resilience of vulnerable population especially women and children to create a safe space for them to feel safer in their homes and communities, and be free from all forms of harm, violence and abuse. Our work channels energy to providing education, Nutrition, WASH, Protection and livelihood services in various forms to equip our participant with sustainable skills to thrive and be resilient. We achieve this through our various humanitarian and development interventions leaving no one behind.

Future Resilience and Development Foundation (FRAD), in partnership with Cedar Foundation for Disability and Centre for Child Care and Human Development (C3HD) as sub-implementing partners, is implementing a 12-month project aimed at enhancing the inclusion and protection of women, girls, and other persons living with disabilities in the humanitarian response framework of Borno and Yobe States with funding from Nigerian Humanitarian Fund (NHF).

The project seeks to empower PWDs and PWD focused organizations by contributing to a responsive humanitarian response. Through the project, FRAD aims to build capacities of OPDs and PWD focused organisations in Borno and Yobe States so as to enhance their capacities to effectively advocate and influence policies for the inclusion of women and girls with disabilities in humanitarian responses.

Purpose of the Consultancy:

Through this consultancy, FRAD seeks to build and strengthen the capacities of OPD organisation through administration of OCA and also come up with organizational capacity development plan. The consultant will also provide capacity building trainings for key staff of the identified OPDs. This is in a bid to ensure that the selected organizations have capacity to respond and have access to funds.

The Main Objectives:

1. To assess the current institutional capacity and needs of selected organizations in Borno and Yobe state.

2. To design and deliver tailored capacity-building sessions aimed at enhancing advocacy skills, strategies, of OPD to respond to and advocate disability inclusion.

3. To empower organizations with all the knowledge and tools that will rightly position them for access to funding opportunities.

4. To foster collaboration and coordination among organizations of persons with disability to strengthen their collective impact and influence

Scope of Work:

1. Conduct an initial assessment to evaluate the institutional capacity, challenges, and priorities of participating/selected organizations.

2. Develop a capacity building plan focused on key areas such as policy analysis, strategic communications, coalition building, and advocacy techniques to champion disability inclusion.

3. Design and deliver interactive training workshops, and coaching sessions tailored to the diverse and specific needs and levels of expertise of five (5) key staffs of the participating organizations.

4. Provide ongoing mentoring, technical assistance, and resource mobilization support to strengthen organizational capacity and sustainability.

5. Facilitate networking opportunities, knowledge sharing, and collaborative initiatives among participating organizations.

6. Monitor and evaluate the impact of the capacity-building plan, collecting feedback and making adjustments as necessary to ensure effectiveness and relevance.

7. Prepare comprehensive reports documenting the process, outcomes, and lessons learned for dissemination within the organizations and other relevant stakeholders.

Deliverables:

1. Inception Report: Outline of the proposed methodology, work plan, and timeline.

2. Training Modules and Resources: Developed materials for capacity-building sessions.

3. Training Sessions: Conducted workshops, or coaching sessions according to the agreed schedule.

4. Final Report: Comprehensive documentation of the assessment findings, capacity-building activities, outcomes, and recommendations.

5. Timeline: The consultancy is expected to be completed within the time agreed by both parties, with specific milestones and deliverables outlined in the work plan.

6. Work plan: the consultant submits work plan for approval prior to the commencement of the service.

Qualification and Experience

• Educational qualification of Masters or its equivalent,

• At least 3- 5 years’ previous experience in ICS consultancy or similar role.

• Evidence of at least two contracts from conducting similar trainings

• Excellent facilitation and communication skills in English (oral and written)

Evaluation Criteria

CVs, proposals, and supporting documents will be evaluated according to the degree that they satisfy the criteria set forth in this solicitation: Submissions will be evaluated per the criteria below.

• Technical Approach & Methodology — 40 points

The applicant will provide a detailed description of their approach to tasks as listed in the Scope of Work. The technical proposal must not exceed three (3) pages. The Technical proposal must be accompanied by the consultants CV and completed bio-data form.

• Certification and Past Performance — 35 points

Proven professional experience in conducting OCA and training. Consultants must submit evidence of certification as a certified trainer and present evidence of a minimum of three (3) contracts for conducting NAEC training with other organizations.
