Context:

IOM’s Transition and Recovery Pillar (TRP) encompasses IOM Somalia’s Community Stabilization Unit (CSU) and Disengagement, Disassociation, Reintegration and Reconciliation (DDRR) program and addresses the multifaceted drivers of instability to support the Somali Government and communities to build peace and lay the foundations for longer term, sustainable recovery through activities that restore trust horizontally between communities and vertically between communities and government authorities in newly recovered and fragile areas. Within this mandate, TRP works with marginalized and at-risk youth on Preventing Violent Extremism (PVE) and to promote social cohesion and supports the Federal Government of Somalia’s (FGS) National Programme for the Treatment and Handling of Disengaged Combatants in Southwest State and Jubaland. TRP also supports the FGS’s and Federal Member State (FMS) -level stabilization strategies through the Daryeel program that works in Galmudug (GM), Hirshabelle (HS), Southwest State (SWS), and Jubaland (JSS).

CSU will be implementing three projects – Rapid Stabilization Support (RSS) funded by FCDO (with USAID contribution), the Climate-adaptive stabilization in newly liberated areas of Somalia program funded by the EU and potentially the Stabilization and Recovery in Somalia (SRS) funded by GFFO. IOM therefore is looking to hire a National Programme Officer (Community Stabilization) to support the unit and these projects in close coordination with the Programme Manager (Community Stabilization).

Under the overall guidance of the Senior Programme Coordinator (Community Stabilization), and under the direct supervision of Programme Manager (Community Stabilization), the successful candidate will provide oversight and support to planning, coordination and execution of community stabilization activities in newly recovered areas of Southwest, Hirshabelle, Galmudug and Jubaland in coordination with National Stabilization Officers and field staff.

Core Functions / Responsibilities:

  1. Identify community stabilization activities in newly recovered areas of Jubaland State, Southwest State, Hirshabelle State, and Galmudug State in close collaboration with the relevant field offices.
  2. Draft program activity proposals and budgets for donor submission and provide technical guidance to field teams in design and implementation of activities.
  3. Manage field teams in Somalia, and coordinate with potential partners, and local government counterparts to facilitate a rapid, consistent flow of project ideas.
  4. Provide technical guidance to CSU field teams in the development and implementation of interventions to ensure the application of standard guidelines and procedures as per the programme strategy.
  5. Identify systems and processes for project design and implementation.
  6. Ensure regular updates are obtained from CS field teams on activity design and implementation on a weekly basis and provide updates to Programme Manager and/or the CS Programme Coordinator on all aspects of activity development and implementation.
  7. Work closely with and guide field teams in drafting terms of references/scopes of work for service providers or implementing partners, raising PRs when needed and coordinate with Procurement and Logistics Unit to ensure timely implementation.
  8. Monitor the project budgets and develop a budget tracker.
  9. Liasie with CSU M&E team on activity implementation and design, as well as on communications.
  10. Liaise regularly and actively with financial, administrative, and logistic and procurement units to ensure timely execution of activities and that programme standards are followed as well as with RMU on financial reporting to donor.
  11. Liaise and coordinate regularly with external stabilization partners and government, including attending all relevant stabilization meetings.
  12. Coordinate the hiring and training of field-based staff, as well as provide operational guidance to the field staff in close coordination with the HR unit.
  13. Contribute to drafting donor reports and coordinate inputs to IOM Somalia’s internal and external reporting.
  14. Undertake any assignments requested by the Programme Manager and/or the CS Programme Coordinator.

Required Qualifications and Experience

Education

  • Master’s degree in political or social Sciences, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with Four years of relevant professional experience.

EXPERIENCE

  • At least 1 year of field work experience on community stabilization and peacebuilding programmes.
  • Experience in project development and project management, complex project implementation, budget drafting, research, report writing, liaison with governments and international agencies.
  • Experience managing staff.
  • Strong analytic and organizational skills; strong creative and innovative thinking skills.
  • Proven ability to work effectively in a complex collaborative environment, including government stakeholders.

Skills

  • Excellent and demonstrable analytical, communication and writing skills.
  • Experience with UN, non-governmental or governmental institutions/organizations in a multi-cultural setting.
  • Sound knowledge of project implementation.
  • Good level of computer literacy, including database applications

Languages

For this position, fluency in English is required (oral and written).

Working knowledge of Somali is an advantage.
