ORGANIZATION, CONTEXT AND SCOPE

Under the overall guidance of the Deputy Chief of Mission and the direct supervision of the ECRP Programme Coordinator in close collaboration with the relevant IOM Technical Leads, the successful candidate will guide and support field teams working on humanitarian and recovery programming including the Enhancing Community Resilience project (ECRP). The duties will entail:-

  1. Support the design of tools with the GBV Officer and conduct training/orientation to staff for roll-out of county-level assessments/diagnostics related to GBV and gender.
  2. Prepare timely and accurate reports with strong gender analysis to inform programming approach and implementation;
  3. Work with the GBV Officer to design and adapt ECRP approaches, materials and tools, including monitoring and evaluation tools, for the mainstreaming the protection and empowerment of women and vulnerable populations; including:
    • The establishment of inclusive governance structures for Boma Development Committees at Boma (BDCs), Payam Development Committees (PDCs) and county levels;
    • Promote women’s meaningful participation, including adapted women’s leadership training for engagement in BDCs and PDCs;
    • Adapt safety audit/consultation tools to mitigate GBV risks in project activities;
    • Accountability for gender-parity and diversity targets to ensure equitable and fair hiring for construction, local community participation, and to protection from sexual exploitation and abuse;
    • Operation and Maintenance committees managing the established infrastructure, promoting inclusivity and women’s leadership;
  4. Support the design of and conduct an ECRP staff competency assessment on gender and GBV mainstreaming and integration;
  5. Support the design training and coaching sessions targeting different levels of IOM/ECRP staff for gender and GBV mainstreaming;
  6. Lead the roll-out of capacity building, coaching and on-job training for ECRP management and operational staff, with GBV Assistants in sub-offices;
  7. Provide technical support and operational guidance to the GBV assistants in sub-offices;
  8. Support the design and pilot of gender-responsive/transformative approaches to community-lead awareness campaigns and awareness activities including engaging men on women’s leadership and rights in selected locations;
  9. Support ECRP operational management to technically monitor and evaluate gender and GBV-related quality standards and project indicators;
  10. Facilitate the timely feedback and reporting by providing weekly updates and reporting to the ECRP Programme Manager, including preparing narrative reports and learning/analysis/studies as required;
  11. Conduct field monitoring visits and evaluations and coordinate with the relevant ECRP and IOM technical staff;
  12. Promote a respectful office environment free of harassment and retaliation, and the prevention of sexual exploitation and abuse (PSEA);
  13. Perform other duties as assigned.

Required Qualifications and Experience

Education

Master’s Degree in Gender or Development Studies, Human Rights, International Relations, or a related field from an accredited academic institution.

University degree in the above fields with at minimum of 2 years of relevant professional experience

Experience

• Experience in women’s empowerment, GBV response and gender transformative/GBV prevention approaches;

• Experience in housing, land and property programming approaches in transitional contexts;

• Experience in designing and delivering effective gender transformative programming;

• Experience working in difficult locations; ability to be resourceful and flexible in a limited resource environment;

• Experience in equivalent role in South Sudan is an advantage.

• Experience working in complex humanitarian operations, specifically meeting timelines;

• Experience managing and mentoring teams and in promoting achievement of project objectives;

• Experience living and working a conflict environment;

Skills

• Ability to lead the design and delivery of effective capacity building on GBV mainstreaming preferably in local governance and infrastructure development;

• Ability to conduct formative research and establish quantitative and qualitative indicators of change;

• Excellent report writing skills;

• Excellent interpersonal, cross-cultural and diplomatic skills and the ability to lead and work collaboratively with a diverse team;

• Strong interpersonal and communication skills;

• Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment;

• Good computer skills: excellent knowledge of MS Word, Excel, PowerPoint and email/internet software;
