Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), United Nations Office for Disaster Risk Reduction has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, the United Nations Office for Disaster Risk Reduction guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This consultant position is recruited by the UNDRR Regional Office for Arab States, and it will be based in Somalia. The consultant will directly report to Risk Knowledge Programme Management Officer in Cairo. Duties and Responsibilities Under the supervision of Risk Knowledge Programme Management officer, the consultant will be responsible for: 1. Update and support the Somalia emergency situation rooms or similar mechanisms to support real-time analysis of hazards and risks, combining impact data with predictive analysis and supporting warning dissemination and response actions in coordination with Somalia Disaster Management Authority. 2. Provide training and technical support on impact-based forecasting techniques, incorporating vulnerability and exposure data into early warning messages for targeted actions 3. Provide technical trainings on the Handbook on the Use of Risk Knowledge for EWS 4. Support the implementation of Risk knowledge enhancement plans in Somalia including data maturity assessment, risk data governance and trainings on Multi hazard risk assessment for Somalia in supervision of Risk Knowledge officer. 5. Conduct an after action review in Somalia after any major event in Mogadishu. 6. Follow-up and ensure that assigned activities are implemented in an effective and timely manner. 7. Coordinate, maintain and initiate effective dialogue with key stakeholders at the local and national levels that are involved in the Early Warning for All (EW4ALL) implementation. 8. Facilitate consultations between the government, stakeholder groups and implementing partners on the national and local levels. 9. Deliver training and support to the Somali government on impact-based forecasting and risk knowledge mechanisms. 10. Coordinate technical meetings and workshops as required in Mogadishu. 11. Develop monthly updates on activities and submit to UNDRR-Regional Office for Arab States. 12. Perform other tasks as required by the Risk Knowledge Programme Management Officer.

Qualifications/special skills

  • Advanced university degree in disaster management, or information technology management or any other related field is required.
  • A minimum of 5 years of work experience in early warning systems coordination and implementation, or disaster risk management is required;
  • Experience in coordination with UN actors and national government is desirable;
  • Experience in policy and strategy design, disaster risk reduction legislation, capacity building, and stakeholder engagement is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this consultancy:

  • Fluency in English (both oral and written) is required.
  • Knowledge of Arabic or French is desirable
