Position:                                 National Security Manager 

Duty Station:                         Addis Ababa with frequent field travel

Duration of Contract:           One-year contract, renewable

POSITION/SCOPE WITHIN THE ORGANIZATION

This position reports directly to the Country Director with technical reporting oversight from the Regional Security Advisor.  Additionally, the National Security Manager will have a reporting function through the Security Unit regionally and globally.

 

POSITION PURPOSE

The National Security Manager (referred to as Security Manager) is expected to provide overall safety and security expertise, standards practices, response, training and support of safety and security across FH Ethiopia.  The Security Manager is responsible to ensure appropriate development and adherence to organizational and operational priorities for safety and security in FH Ethiopia. The goal is to create and maintain industry standard excellence in security practices, safety and prevention of critical incidents and risk management for this field.  The Security Manager will facilitate standards, resources and training that are in the best interest of FH and FH staff members. Integral to the position is the ability to work successfully with field teams to build capacity, thereby driving personal responsibility for security management. Further, the SAO will assist in the development of information networks with other humanitarian NGOs and main State and local Government as well as field community leaders in order to facilitate and secure FH field operations.

 

RESPONSIBILITIES

Key Result #1– Support the implementation of FH’s minimum operating security standards (MOSS) – 70%

  • Applies FH’s risk management standards and policies at the country level.
  • Facilitates the monitoring and evaluation of duty of care processes.
  • Facilitates the development and implementation of security plans according to FH and risk management standards.
  • Review and update security plans as per schedule and pre-departure briefing as required but at minimum on a bi-annual (twice a year) basis.
  • Conducts risk assessments and risk treatment solutions on an ongoing basis.
  • Monitors potential and present emergencies and keep Ethiopia staff and the Regional Security Advisor informed of events, including response options and program/staff impact.
  • Develop and conduct trainings and drills that support security awareness, procedures and contingency plans.
  • Conduct incident reporting and analysis.
  • In collaboration with Logistics, implement journey management systems.
  • Provide regular security updates and briefings to staff, including visitors’ briefing and new staff inductions.
  • Compile weekly security report for all major field locations and share with the CD, SLT and RSA
  • Represent FH in localized security cluster meetings
  • Contribute to the sharing of information at field level between humanitarian stakeholders

 

Key Result #2 – Premises, property and assets – 20%:

  1. In consultation with the Logistics Manager ensure FH E buildings are secure and that mitigation measures such as fencing are in good order reporting any damage to internal or external structures;
  2. Ensure that static guards have the capacity to perform their duties as per SOPs;
  3. Liaise with the FH E Logistics department to ensure the standard and effectiveness of all vehicles, other assets and property in Addis and the field.

Key Result #3 –Influence and Leadership 10%

  • FH E values team collaboration. The Security Manager will be responsible to support the integration of security into the operations so that administration and programs are strengthened and not hindered.
  • Have a strong understanding of all our programs in country.  Have a strong understanding of community acceptance and devise strategies to strengthen both
  • Strong participation and coordination with the in-country senior leadership team
  • Build the capacity of security focal points through training, coaching and close collaboration with field leadership
  • Represent FH externally and in interagency forums and where security forums do not exist, create them.

  • Experience developing and implementing NGO safety and security policies and procedures
  • Bachelor’s degree in a relevant field
  • Having technical competency and training experience in field-based communications systems such as HF Codan, Motorola VHF, Thuraya, satellite, internet systems, and cell phone burst messaging
  • Experience of incident reporting and mapping, information collation, the establishment and execution of incident warning systems, and the compilation of security reports and assessments;
  • Ability to balance demands of field teams and head office while maintaining appropriate contextual NGO safety advice and coordination;
  • Resourcefulness and creativity in developing the role of Security Manager within the program and ensuring the most effective support to line management;
  • Excellent assessment, planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
  • Strong communication, both verbal and written, people management and interpersonal skills in English/Amharic, with experience in leading multicultural, multi-location, values-driven teams;
  • Demonstrated ability and desire to train and build capacity of staff.
  • Willingness to travel frequently and work for extended periods of time in challenging and rigorous conditions.
  • Ability to plan, manage and complete projects and work independently
  • Ability to think clearly and work well under pressure.
  • Commitment to FH Mozambique Country and Global policies and values;
  • Computer literacy particularly in Word, Excel and PowerPoint;
  • Ability to work effectively and collaboratively in a team with various different styles and personalities

EDUCATION and/or EXPERIENCE

Bachelor’s degree in Security Management or related field with at least five (5) and above years of working experience in security management with an International Non-governmental Organization or other international relief/development body.

A formal sector qualification or appropriate sectoral management training.

SUPERVISORY RESPONSIBILITIES

 

The National Security Manager will directly supervise guards at the Addis Office and have a dotted line of technical supervision to the field-level guards.  The position will be responsible for all security decisions when the Country Director or Deputy is not available.

 

LANGUAGE SKILLS

Ability to read, analyze, and interpret conflict and incident reports, research, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and security plans. Ability to effectively present information and respond to questions from various groups.  High levels of proficiency in spoken and written Amharic and English.
