Network mapping and engagement exercise for a waste management project in Aswan, Egypt

WasteAid is a leading international development organisation on a mission to tackle the global waste crisis. WasteAid shares waste management knowledge and skills with governments and communities in lower- and middle-income countries; trains people to become self-employed recycling entrepreneurs; and influences decision-makers and the donor community to increase investment in waste management.

Context:

Transitioning to a circular economy requires collaboration from all elements of society. This new WasteAid project (Dow and WasteAid launch new plastics partnership in Egypt – WasteAid) has been designed to support value chain partnerships, business models, and waste management infrastructure in Aswan, Egypt.The project will identify, nurture and support scalable sustainable solutions for the collection and valorisation of post-consumer PE.

To identify new and emerging ways of valorising LDPE and HDPE, WasteAid needs to undertake an analysis of the existing PE stakeholders through all the value chains.

Starting date: ASAP

End date: 15 March 2022

Time frame: A total of 12 days

Location: Egypt-based with mission in Aswan

Main objectives:

Conducting a network mapping of PE stakeholders (governorates, other public sector stakeholders, NGOs, academics, community leaders, cyber actors/platform, consultants, and small and medium companies, informal waste picker associations/networks, recycling centres/scrap dealers, working to keep plastics in the loop) with a relevant impact on the Egyptian PE value chain, with a particular focus on Aswan, leading to the establishment of a database. The mapping should be followed by an engagement exercise, contacting the most relevant actors, introducing the project, and securing their cooperation for future collaboration. The engagement exercise shall be conducted online and through in-person meetings, with results summarized in an engagement report.

The mapping and the engagement exercise shall be preceded by a short (1-2 page) inception report outlining methods and starting points.

Methodology:

The consultancy work will consist of 4 components (12 days total)

  1. Desk review: collect and review all the relevant materials in national/local policies, reports, studies, strategies (2 days).
  2. Kick-off meeting with WasteAid Head of Programmes and Impact, small (approx. 2- page) inception report. (1 day)
  3. Mapping and database exercise (online, with in-person meetings and phone calls as needed) and a mid-term meeting with the HPI (3 days)
  4. Engagement exercise, followed by a short report (approx. 5-page) identifying key actors and recommendations for sustainable engagement (6 days). The engagement exercise shall be coordinated with WasteAid HPI.

  • Engagement report

Qualifications and Experience:

All Consultants should meet the following minimum qualifications and skills:

  • University degree, preferably in related fields (waste/environmental management, packaging plastics)
  • Good understanding of the Egyptian waste management sector – At least of 10 years of working experience in the area relevant to the consultancy – Excellent communication (written and oral) skills, excellent oral proficiency in Arabic and English, and good writing skills in English
  • Demonstrated experience in working with government, donors, businesses, and NGOs
