This is a national staff position based in Dakar, Senegal.
The Information Management Officer – under supervision of Regional Information Management Delegate, will implement timely, efficient, effective, and innovative information management approaches for Africa Region operation, and disaster and crisis preparedness, prevention, response, and recovery.
The IM Officer is accountable for ensuring high quality service to Africa in the development and maintenance of systems to collect, store, manage, analyse, and present all types of data to support operational and strategic decision-making at national level. Such support also be directed to other in-country initiatives as disaster preparedness, response, and recovery; medium- and long-term programming; and humanitarian projects conducted by IFRC.
In addition, the IM Officer collaborates closely with IM peers in the Africa region, including the IM team at Africa Regional Office, country-based IM focal points, National Societies IM focal points, and IFRC Geneva IM team.
JOB DUTIES AND RESPONSIBILITIES
Data and Information Management Services:
- Ensure Information Management support, centred on the delivery of reliable, accessible, user-friendly, relevant, appropriate, and timely information to support the needs of the National Societies and in-country IFRC team.
- Support teams to identify new information and data requirements in support of operations, including appropriate secondary data and information resources.
- Support and maintain data infrastructure; including systems designed for operational and programmatic levels, including IFRC GO country pages, ensuring proper support to the National Societies in use and maintenance of IFRC GO platform.
- Support National Societies implementation, setup, and maintenance of their own systems to collect, store and analyse operational and programmatic data; and propose improvements to them.
- Provide quality control and technical guidance over tools that support data collection and analysis such as Data Entry & Exploration Platform (DEEP), KoBo Toolbox, Red Rose and GO.
- Support National Societies and IFRC in ensuring quality of data collection processes and data management including encoding, storing, and transferring data to key stakeholders.
- Liaise with technical and thematic stakeholders to ensure their operational IM needs are met, and work closely with Planning, Monitoring, Evaluation & Reporting (PMER) colleagues to ensure data flows to meet operational reporting requirements.
- Ensure timely preparation and generation of information products such as infographics, dashboards and maps for information sharing and dissemination to relevant stakeholders.
- Work in close collaboration with National Societies on any implementation, maintenance, roll-out, or update of Information Management systems to support operational and programmatic activities and serve as advisor to the National Societies for providing solutions for any data needs.
- Monitor the effective use of information management systems and resources, application of relevant tools and procedures, identify information management gaps and undertake to address the gaps where necessary.
- Facilitate the preparation of accurate and timely operational analyses as well as deliver information management inputs for briefing notes and situational updates to be submitted to the Operations Leadership.
- When required, deploy (potentially on short notice) to affected areas in countries to provide emergency response information management support, including support for information analysis and assessments
Data and Information Management Capacity Improvement:
- Facilitate training and dissemination on information management standards, procedures, and tools to IFRC teams and the National Societies with the view of enhancing their data and information management capacities.
- Facilitate sessions aimed at building data literacy at strategic and operational levels of the IFRC.
- Provide technical guidance and support to the National Societies to improve their data collection, analysis, and data-driven decision-making capacities.
- Support the National Societies to implement and integrate IFRC Mobile Data Collection standard tools and software
JOB REQUIREMENTS
- University education or equivalent of qualifying experience in Computer Science, Information Systems and Management or a similar field
- Technical training in information technology, demography, statistics, GIS, social sciences, analysis, needs assessments or a related field
- 3 years’ experience in the development and use of GIS, database systems, data visualization and other information management tools, systems, and procedures.
- Experience facilitating training on IM-related skills
- Experience/knowledge of mobile data collection tools, such as KoBo, and GIS software such as QGIS
- Fluently spoken and written English and French
