Background:

The Ethiopian Orthodox Church Development and Inter- Church Aid Commission (EOC-DICAC) is established as the development wing of Ethiopian Orthodox Church, in 1972 by legal notice No.415 to respond to development and humanitarian gaps and to address the needy population in the country. Since its establishment, EOC-DICAC has been engaged in various types of multi-sectorial development and humanitarian projects and programs with wide range of intervention areas all over the country. EOC-DICAC is currently looking for candidates in the following job posts for a project entitled “capacity building for women in leadership and advocacy’’

Job Description 

The Ombudsman and Compliant officer Manages and coordinates EOC-DICAC’s compliant handling, accountability engagements. The position holder will be responsible for coordinating and implementing activities related to the establishment and management of compliant handling, accountability within EOC-DICAC. She is responsible to make sure CHS standards are properly addresses in the commission’s humanitarian interventions. Specifically, she will work to establish accountability system within the organization, programs and projects. Provide train to staff, communities and stakeholders as appropriate and support them to develop accountability system.

Duties and Responsibilities

  • Identify gaps and recommend accountability systems to the management.
  • Review existing compliant handling policy and coordinates the preparation of new one and establishment compliant handling mecahnicm from project sites to the head office of EOC-DICAC;
  • Coordinates relevant departments and services in the preparation to CHS registration and facilitate the fulfillment of minimum requirements to get certifiction from CHS.
  • Ensures the implementation of the compliance risk management system of the organization;
  • Follows up efficient identification and monitoring of suspicious activities;
  • Participates in developing and documenting the compliance policy, reports and other related documents;
  • Participates in fostering and encouraging a culture of compliance in the organization;
  • Works with staff, stakeholders and communities in identifing and responding to compliance;
  • Ensures and keeps the internal control procedures are abreast with applicable laws and regulations, and disseminate information / requirements to relevant stakeholders, staff and communities as appropriate;
  • Provides expertise support to staff and other working units to assist them in complying with existing and new regulation requirements;
  • Ensures that the reporting mechanism is supported by an adequate computer system for the efficient and timely flow of information;
  • Prepares compliance reports and forwards it to the Senior Managment team
  • Prepares weekly, bi-weekly, monthly and quarterly reports to the managment team
  • Participate in the review of existing policies, manuals and guidelines of the organization and advice the management for amendment, if appropriate.
  • Coordinates the preparation or updating the draft compliant handling policy.
  • Follows-up the implementation of the organization’s compliant handling policy along the organization tiers/structure.
  • Facilitates the transformation of compliant handling modalities to a modern system with recording and tracking system.
  •  Participates in planning, implementation, M & E activities that need her professional input so as to enable EOC-DICAC attain its mission, goals and  help projects to improve efficiency and effectiveness.
  • Provides techncial support to departments & services as well as coordination & project offices on compliance handling

Term of Employment:  One year with a possibility of extension

Required Number:        one

Job Requirements

  • MA/BA Degree in Law, Public Administration or related field.
  • A minimum of 4 years experience for BA holders and 6 years experience for MA holders with relevant work experience.
  • Able to work independently and as a collaborative member of finance and program team, organizational skills with the ability of multiple tasks compliance
  • Knowledge of risk management methodologies.
  • Knowledge of research methodology.
  • Good analytical and evaluation skill.
  • Be proficient in Microsoft office applications.
  • Excellent written and oral communication skills.
  • Microsoft Office, including Word and Excel software skill.
  • NGO experience is a plus.
  • Ability to adapt and meet deadlines as well as work with different types of staff of EOC-DICAC.
  • Ablility to perform dueties and responsibilities under stress condition.
  • Who is willing to perform other activities as instructed by her immediate supervisor.
