The position:

Operations Coordinator (m/f/d) Morocco

GRC is currently seeking an experienced Operations Coordinator (m/f/d).

Together with the Moroccan Red Crescent Society (MRCS), GRC successfully implements programmes since 2012. The support to MRCS has been scaled-up after the devasting earthquake that struck Morocco on September 8 2023.

The Operations Coordinator will be responsible for the recovery operation programme, funded by the German Federal Foreign Office (GFFO), GRC own funds and third-party funding. Following the phase-out of ongoing relief efforts, the Operations Coordinator will oversee the transition to recovery programming, prioritizing community-based approaches. In addition, this programme activities focus on the sustainable capacity strengthening of MRCS.

Based in Marrakesh, the Operations Coordinator is supported by an experienced international team of delegates and local staff under the line-management of the Head of Office. The duty station is greenlighted for accompanied posting.

Starting date: 01.10.2025

Duration: 12 months

Location: Marrakesh, with frequent travel to other regions of Morocco

Main duties & responsibilities:

  • Lead the implementation of the GRC-MRCS Earthquake Response Programme in Morocco, ensuring all activities are planned, executed, monitored, and evaluated in close coordination with MRCS and other Movement partners
  • Manage and support the Earthquake response team, including direct supervision of GRC delegates and coordination with project staff, fostering a collaborative and motivating work environment
  • Provide technical and managerial support to the national team, including setting clear objectives, conducting regular performance reviews, and identifying opportunities for learning, training, and professional development
  • Oversee financial planning and budget monitoring of the response programme, ensuring compliance with GRC and donor regulations and contributing to transparent, cost-effective use of funds
  • Ensure timely and high-quality narrative and financial reporting to GRC HQ and donors, while contributing to internal learning, quality assurance, and knowledge management
  • Strengthen the technical and operational capacities of MRCS staff and branches in areas such as community-based approaches in disaster risk reduction and health, and community engagement
  • Represent GRC in coordination meetings, working groups, and networks at operational level, and maintain strong collaboration with MRCS, IFRC, Movement partners, and other stakeholders
  • Ensure transitioning of the earthquake response programme into sustainable programming by supporting handover processes, strengthening local capacities, and leading end-of-project reporting in line with donor and GRC requirements
  • Support the development of new project concepts and funding proposals, aligned with GRC and MRCS strategic priorities and humanitarian needs in Morocco
  • Advise the GRC Head of Office on programme strategy, internal processes, strategic positioning and security. Provide operational support as needed across the Morocco country portfolio

Required Competencies & Skills:

  • Minimum of 3 years’ experience in humanitarian assistance and recovery, with a strong focus on community-based and integrated programming
  • Solid experience in project cycle and budget management, including in relevant sectors such as capacity building, community-based disaster risk reduction (DRR) and community-based health
  • Proven experience working in partnership with local actors; prior experience within the Red Cross / Red Crescent Movement is a strong asset
  • Strong competencies in MEAL, including beneficiary selection, communication and feedback mechanisms, and donor reporting
  • Excellent interpersonal, communication, conflict resolution and problem-solving skills, with demonstrated intercultural sensitivity and diplomacy in stakeholder management
  • Proven ability to work effectively in complex, insecure and evolving environments, with a clear understanding of the associated risks
  • Experience managing donor-funded projects (preferably GFFO, BMZ, ECHO or similar institutional donors)
  • Ability to work independently and collaboratively within multicultural teams, with demonstrated adaptability to foreign and cross-cultural contexts
  • Professional fluency in French and English (written and oral) is required; knowledge of German and/or Arabic is a strong asset
  • Commitment to the Fundamental Principles of the Red Cross and Red Crescent Movement
  • Willingness and ability to undergo a medical clearance for working abroad under specific climate and health conditions
  • Valid driving licence

We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as an allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. Medical check-ups and Psychosocial Support Service are included in your assignment.

The International Committee of the Red Cross (ICRC) is a humanitarian institution based in Geneva, Switzerland and a three-time Nobel Prize Laureate.
