Position Overview
The Technical Lead OVC will be responsible for the technical oversight of the OVC components of the activity, including work planning and reporting. S /he will oversee all OVC activities in collaboration with other technical leads. S/he will also guide the care and support provided to children and adolescents living with HIV enrolled in the project. S/he will report directly to the COP/CD and support the COP/CD in providing technical direction to project implementation and ensure that the OVC results are met. S/he will ensure strong linkages with all other project components.
Key Responsibilities
- Provide technical oversight of the OVC project, including development of strategies and interventions to improve the quality and responsiveness of OVC and AGYW programming.
- Collaborates to develop and implement technical strategy and related interventions
- Ensure overall technical integration of services for improved care, health, education, protection, livelihoods, and well-being for vulnerable children and families
- Plan and deliver direct technical support to partners on a range of technical and program management and implementation issues including standards
- Oversee the implementation and monitoring of project activities, in collaboration with other leads and provide technical assistance (TA) to project staff and government ministries.
- Facilitate technical capacity assessments among sub-grantees in order to identify gaps, technical capacity limitations, and priority TA needs.
- Design and support referral and linkages between partners in order to maximize HIV and TB case findings
- Facilitate problem solving and action planning among project stakeholders to address critical challenges and barriers to improving OVC and AGYW service delivery
- Represent the project in relevant meetings with stakeholders, including government forums as needed
- Provide high-quality technical guidance and support that is grounded in the program’s strategic objectives and adheres to expected technical quality and reporting requirements
- Contribute to program research and learning agendas related to the project and support the analysis, interpretation, and use of data to inform decision-making and programmatic adjustments.
- Perform any other duties as assigned by the supervisor.
Basic Requirements
- Master’s Degree in a related field (Public Health preferred)
- At least 8 years of experience designing, implementing and managing OVC projects of similar scope and size; with experience in Lesotho highly desirable.
- Experience with PEPFAR funded projects
- Technical understanding of PEPFAR and USAID indicators and managing for performance
- Demonstrated experience in managing programs that address the needs of vulnerable children and adolescents, adolescents living with HIV, OVC caregiver support, economic strengthening, child protection, violence against children, case management, early childhood development, OVC policy and advocacy.
- Familiarity with Lesotho’s institutional, policy and programming context for OVC will be an added advantage.
- Fluency in written/spoken English.
- A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast paced environment
