STAR PROGRAM DESCRIPTION
Sustaining Technical and Analytic Resources (STAR) is a project of the Public Health Institute (PHI) supported by the US Agency for International Development (USAID) Global Health (GH) Bureau. Its purpose is twofold: (1) Through individual fellowships, STAR will help strengthen the capacity of diverse American and low-and-middle-income country (LMIC) health professionals at all levels to make innovative contributions to global health (GH); and (2) STAR will create ground-breaking opportunities for both US and LMIC GH academic institutions and other groups, including professional associations, to create systems for open-access knowledge sharing, resulting in effective partnerships. STAR’s individual and institutional participants are contributing to the development of self-sustaining systems and tools that will produce global citizens with the full spectrum of relevant health competencies. STAR is managed by the Public Health Institute and implemented in partnership with Johns Hopkins University (JHU), the University of California, San Francisco (UCSF), and the Consortium of Universities for Global Health (CUGH).
ABOUT THE FELLOWSHIP
The STAR Fellowship is a two-year global health and learning opportunity with:

FELLOWSHIP OPPORTUNITY DESCRIPTION
Background:
The U.S. Agency for International Development (USAID) South Africa Health Office manages one of the largest President’s Emergency Plan for AIDS Relief (PEPFAR) programs in the world. PEPFAR 3.0 describes five action agendas: Impact, Efficiency, Sustainability, Partnership, and Human Rights which direct PEPFAR’s work and catalyze the goal of controlling the epidemic and delivering on the promise of an AIDS-free generation.
Introduction:
The People Living with HIV(PLHIV) Civil Society Advisor (Advisor) will mainly be charged with supporting the following agendas:
- Partnership Agenda – Working with civil society to effectively mobilize, coordinate, and efficiently utilize resources to expand high-impact strategies
- Human Rights Agenda – Working to end stigma and discrimination against people living with HIV and key populations improving their access to, and uptake of, comprehensive HIV services.
Reporting structure:
The Advisor will be based in Pretoria, South Africa. S/he will work closely with the Health Office Deputy Director and receive technical guidance from the Health Program/PPP Advisor who will serve as his/her onsite manager.
Responsibilities:
The PLHIV Sector Civil Society Advisor is a critical member of the USAID/South Africa Health Office and will play an important role in ensuring and inclusive, transparent, and effective PEPFAR investment. USAID will be looking to the Advisor to quickly begin to add value in the following roles and responsibilities:
Civil Society Partnership (40% LOE)
- Lead quarterly dialogues with civil society representatives to inform the PEPFAR investment.
- Serve as the primary point of contact for all civil society requests to the USAID/South Africa Health Office.
- Establish and maintain close working relationships with key civil society actors.
- Establish innovative partnerships and linkages with civil society to strengthen programmatic linkages.
- Participate in the development of the biannual PEPFAR Sustainability Index Dashboard.
- Participate in the strategic design of USAID projects and activities.
- Mobilize and manage Office of Global AIDS Coordinator central initiative resources directed towards civil society organizations (e.g., Robert Carr Civil Society Network Fund, Key Populations Investment Fund).
- Build the capacity and sustainability of South African civil society organizations.
- Oversee compliance of PEPFAR/South Africa with South African government and U.S. government policies and guidelines.
Strategic and Technical Guidance in Human Rights (40% LOE)
- Act as a technical advisor and as a subject matter expert on human rights in the context of the HIV epidemic.
- Coordinate closely with South African government counterparts focused on human rights in the context of the HIV epidemic.
- Participate in the development and review the design of new projects by USAID to ensure a human rights approach.
- Participate with external organizations and audiences at key professional meetings and conferences as assigned.
- Participate at donor committees and South African government working groups.
PEPFAR/OGAC Technical Working Groups (20% LOE)
- Participate in the U.S. government Treatment Technical Working Group.
- Establish and maintain close working relationships and provide technical expertise to all levels of staff within PEPFAR South Africa in the U.S. government: CDC, Department of Defense, Peace Corps, USAID, U.S. Department of Health and Human Services, U.S. Embassy Pretoria, U.S. Congress and their staff, and other agencies.
Anticipated Learning Outcomes: *required 10% time
- Demonstrate proficiency across the core global health competencies defined as development practice, cross cultural awareness, communication, capacity strengthening, public health ethics, health equity, gender equality and global burden of disease that is necessary for persons practicing in global health.
- Apply HIV/AIDS knowledge to strengthen program.
- Apply and distinguish international standards within technical/content area to support programming.
- Cultivate leadership skills based on the STAR GH mentorship curriculum to effectively facilitate capacity building and knowledge sharing activities amongst staff and peers.
- Expand access to knowledge and resources through networking and collaborative practice within global health.
FELLOWSHIP REQUIREMENTS
Required:
- Minimum 7 years of relevant technical experience with master’s degree or a minimum of 9 years of relevant technical experience with bachelor’s degree
- Experience working with the PLHIV sector and/or PLHIV-led organizations (USAID requests a reference letter from a PLHIV-led organization).
- Knowledge of support groups, I-ACT, adherence clubs, and/or other relevant differentiated service delivery models.
- Ability to obtain medical clearance to live and work in South Africa.
- South African Citizenship or Permanent Residency Required.
Additional skills (preferred):
- Fully fluent in English and at least one of the other ten official languages of South Africa.
