What you will do:

Strategy and Vision

  • Actively support the values of Johanniter and shape the work within JIA according to these values
  • Coordinate the development of the country strategy in Mozambique together with the Strategy & Learning team in HQ in line with the global strategy of Johanniter International Assistance
  • Together with the PMEAL and Partnership Advisor (based in HQ) and the PMEAL and programme colleagues in the country office, support the development and implementation of the national PMEAL strategy in Mozambique
  • Facilitate the achievement of strategic programme and organisational objectives
  • Assume responsibility to ensure mutual accountability between HQ and country office

Planning, Monitoring, Evaluation and Learning

  • Set up a PMEAL system at Country Office level (operational and strategic)
  • Support teams at country offices as well as Johanniter partner organisations in regular project based PMEAL processes
  • Support the development of country strategies, with regards to PM&E tools
  • Advise programme departments on project applications, monitoring systems, reports to donors and feedback mechanisms
  • Develop an impact oriented monitoring system
  • Coordinate internal and external evaluations, design and supervise assessments
  • Contribute to the development of a global monitoring system at Johanniter International Assistance
  • Promote documentation and sharing of lessons learnt between country offices to strengthen impact oriented monitoring at regional level

Capacity Building

  • Conduct trainings, workshops and webinars for Johanniter staff, on the introduction of the Johanniter Planning guideline, needs assessments, quantitative and qualitative data collection tools, theory of change, participatory PM&E approaches such as Outcome Mapping and Most Significant Change as well as other PM&E-relevant topics, on accountability mechanisms and for specific ad hoc needs
  • Conduct PMEAL trainings for local partner organisations in close cooperation with the global Strategy and Learning team

Communication and representation

  • Participate in relevant international working groups and networks on PMEAL
  • Promote best practices in planning, monitoring, evaluation and learning
  • Ensure all stakeholders receive regular updates related to any changes in PMEAL systems and processes

What you bring:

  • Advanced degree in social sciences, international development, humanitarian assistance or other relevant fields
  • 5 years’ work experience in PMEAL for development cooperation or humanitarian assistance; good understanding of working with local NGOs, CBOs and grass root organizations
  • In-depth knowledge of quantitative and qualitative PMEAL approaches, especially Outcome Mapping and Theory of Change, as well as in conducting trainings for field staff on PMEAL, Gender-Power- and Context Analysis, Conflict Analysis and Do No Harm approach
  • Demonstrated experiences of carrying out quantitative and qualitative surveys as well as in remote monitoring
  • High level of knowledge and skills of data visualization and presentation
  • Experience in facilitating workshops and trainings
  • Experience in designing and facilitating participative process with diverse groups
  • Ability to assess complex strategic challenges and develop approaches to solutions
  • Strong organizational and interpersonal skills with good understanding of motivating and working with cross-cultural teams
  • Works independently and cooperatively with teams
  • In-depth knowledge of quantitative and qualitative social research methods
  • Proven experience in data collection, processing and analysis, solid control of data collection mechanisms (such as Kobo Toolbox)
  • Full working proficiency in English, Portuguese is a strong asset (in lieu of Portuguese, Spanish or Italian are acceptable)
  • Conflict sensitive and result-oriented management skills and experience
  • Strong analytical skills, structured work mode
  • Experience and skills in positive leadership and building staff capacity
  • Safety and security sensitivity and awareness
  • Ability to prioritize and work under pressure
  • Strong team player with excellent social skills and high levels of cultural sensitivity

Johanniter-Unfall-Hilfe e.V. (JUH; German for "St. John Accident Assistance"), commonly referred to as Die Johanniter, is a voluntary humanitarian organisation affiliated with the Brandenburg Bailiwick of the Order of St John, the German Protestant descendant of the Knights Hospitaller. The organisation was founded in 1952 in Hanover under the leadership of Rudolf Christoph Freiherr von Gersdorff. One of the main reasons for its creation was the rise in injuries and deaths from road traffic accidents (hence the word "accident" in its name). JUH participates in international aid efforts together with its sister organisations in other countries as part of the Johanniter International partnership; it also works with the German Malteser Hilfsdienst, affiliated to the Catholic Sovereign Military Order of Malta. As of 2008 the organisation had 28,300 active volunteers and youth members and around 1,500,000 registered members.Among recent developments of JUH in Germany is the establishment of local and regional groups that provide first responder services on horseback (see Mounted search and rescue).
