CONTEXT

Following the MSF Operational Centre Brussels (OCB) networked OC statement in July 2020, the HR department started a reflection on how this resolution could be applied, At the same time, the decision to start the Field Recentralization project in the Central Africa Region brought the consideration of potential synergies. Both elements resulted on a decision to strategically delocalizing the capacity in recruitment, people development and mobility, in the Central Africa region (Burundi, Cameroun, Central Africa Republic, Democratic Republic of Congo) to reinforce OCB’s HR answer to the regional and global operational needs.

This HR Central Africa Unit will be composed of 2 Recruiters (including 1 with a HR marketing and support role) and 2 Development Advisors for medical and non-medical profiles, all of them based in Kinshasa.

The aim of this Polyvalent Recruiter position is to act as responsible of the recruitment activities in the Central African (CA) region as regionalized team member of the Recruitment Unit in Brussels.

RESPONSIBILITIES

Mission/Raison d’être**:**

To contribute to operational needs by providing quality HR to the MSF OCB.

In compliance with OCB recruitment principles, criteria, policies and procedures, you are:

· Responsible in first line to define the scope, objectives and specificities in terms of recruitment of the CA HR unit, together with the other team members of the CA HR Hub and the Recruitment Unit in Brussels;

· Responsible to recruit the future International Mobile staff for the OCB in the region;

· Active team member of the Recruitment unit, contributing to the team dynamic, objectives and activities;

· Support the missions in the region by increasing capacity for their recruitment process of key locally hired staff.

Responsible in first line to define the scope, objectives and specificities in terms of recruitment:

As a new unit in OCB and in the region:

· Identify and build network with main internal and external stakeholders;

· Identify regional opportunities to explore as recruitment sources;

· Define type of collaboration agreement with internal and external actors.

Internationally Mobile Staff Selection & Recruitment:

Selecting candidates from the region to work abroad:

· You implement and lead the selection process and recruit any International Mobile Staff profile according to the needs and manage all steps of the recruitment process for the profiles you’re responsible according to the criteria laid out by the technical and HR departments;

· You ensure a qualitative screening and follow-up of the applications who arrived through our Applicant Tracking System (HERO), meeting deadlines for contacting the candidates and providing them with appropriate information on their file status; by providing constructive feedback to all the candidates who have gone through the selection process, whether they are ultimately selected or not;

· You ensure timely and qualitative fill up of the Applicants Tracking System (HERO), write reports of the pre-screen interview and the Competency Based Interview (CBI) done, as well as the reference check;

· Once an individual is recruited, you will conduct a qualitative debriefing of the interview with the candidate and you will hand over the file to the concerned Development Advisor (DA) in your CA HR unit team.

Selecting candidates for specific field vacancies via “on-post recruitment”:

· You implement and lead the recruitment process and accompany the relevant line manager, technical referent and/or coordinators in the field throughout the process;

· You check that documents received for opening and publication of on-post vacancies are completed;

· You screen and do a first triage of the applications, support the preparation and participate to the interviews, debriefing and selection with the line manager and/or technical referent;

· You do the reference check and write a short recruitment report on the selected candidate.

Active Team member of the Recruitment Unit:

· You participate actively in the team dynamic and meetings, providing updates on the International Mobile Staff recruitment activities on a regular basis; ensuring the proper data collection of activities and workload; and the participation in the HR marketing activities (such as info sessions, webinars, campaigns,…) and strategic reflections;

· You support and replace other recruiters in HQ recruitment and/or HQ detachment activities in case of absence or workload.

Support the missions in the region for their recruitment process of key locally hired staff:

· You contribute to the region capacity building by given methodological support and advice on recruitment process for key locally hired staff.

REQUIREMENTS

Education

• HR degree or social sciences is an asset

• Education/training in recruitment is an asset

Experience

• At least 2 years of professional experience in recruitment

• Experience in recruitment in a multicultural and international environment is an asset

• Professional experience with MSF or similar NGO is a strong asset

• Team management experience is an asset

• Knowledge of competency-based selection process is a strong asset

Competencies

• Excellent communication skills, ease of contact, “human touch” are key skills in this role

· The contractual conditions will be established based on candidate residency and administrative constraints (work permit, etc) and in respect of MSF function grids and salary policies.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
