Peace and Security Centre

The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Director, who has the overall authority and accountability for the performance of the PSC on behalf of its clients.

UNMAS

United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.

UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by UNMAS technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.

Functional Responsibilities

Under the guidance and direct supervision of the functional supervisor who reports to the Head of Procurement Unit, the Procurement Analyst is responsible for effective delivery and implementation of strategic and effective procurement services, for a select group of technically complex goods, services and works, within the specific geographical area and/or project. These services reflect best practices in international public procurement, compliance with UNOPS Financial Rules and Regulations and procurement policy, rules, regulations and procedure, ensuring appropriate risk management and obtaining the best value for money.

He/she analyzes and interprets the respective rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement. The Procurement Analyst promotes a collaborative, client-focused, quality and results-oriented approach in the Business Unit.

The Procurement Analyst works in close collaboration with the Operations, Programme and project teams in the relevant geographical area or business unit, UNOPS HQs colleagues and Government officials, to successfully deliver procurement services.

Functional Responsibilities

    1.In close cooperation with the Project Managers, under the guidance of Head of Procurement Unit, and reporting to the management on central issues related to procurement activities, implements operational strategies and manages procurement, contract, and sourcing transactions, actions and processes for goods, services, and works, focusing on achievement of the following results:
  6. Full compliance of assigned procurement activities with UNOPS rules, regulations, policies and strategies; internal controls and client orientation.
  7. Implementation of the different steps of the procurement processes, including Pre-Purchasing: Strategy and Planning; Requirements Definition; Sourcing; Purchasing: Solicitation; Management of Submissions; Evaluation; Review and Award; Post Purchasing: Contract finalization and issuance; Logistics; and Contract Management.
  8. Implementation of strategic procurement for projects assigned in the Business Unit.
  9. Research undertaken, and data provided for Business Unit’s supply market intelligence and analysis.
  10. Manages and guides procurement processes for a select group of technically complex goods, services within a given geographical area and/or Business Unit, focusing on achievement of the following results:
  11. Sustainability embedded along the procurement process.
  12. Timely and duly prepared procurement plans for projects and monitoring of their implementation.
  13. Establishment of Long Term Agreements (LTAs) and/or service contracts and other instruments, when necessary, either through standard or emergency procurement procedures in compliance with the Procurement Policy.
  14. Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNOPS rules and regulation.
  15. Awards recommended based on UNOPS procurement rules and procedures.
  16. Management of procurement contract, analysis of contract performance against agreed benchmarks and pre-established reporting mechanisms.
  17. Advice, remedial actions, or solutions to Programme Managers on procurement issues related to the procurement process and project cycle.

3.Implements sourcing strategy and e-procurement tools focusing on achievement of the following results:

  • Development and management of the rosters of suppliers.
  • Utilization of-sourcing module in accordance with UNOPS PG’ goals and standards in this area.

4.Team Management

  • Facilitate the engagement and provision of high quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development.
  • Provide oversight, ensuring compliance by team members with existing policies and best practices.

5.Knowledge Building and Knowledge Sharing

  • Organize, facilitate and/or deliver training and learning initiatives for Business Unit personnel on Procurement-related topics.
  • Contribute to Procurement knowledge networks and communities of practice by providing collaborative synthesis of lessons learnt and dissemination of best practices in procurement.
  • Collect feedback, ideas, and internal knowledge about processes and best practices and utilize productively.6. Performs other duties as assigned by supervisor.

Education

  • Advanced University Degree (Mater’s Degree or equivalent) in Procurement and/or Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics or related field with two (2) years of relevant experience; OR
  • A First-level University Degree (Bachelor’s Degree or equivalent) in Procurement and/or Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics with four (4) years of relevant experience is required.

Experience

  • Relevant experience is defined as experience in Procurement, Supply Chain Management, Business Administration, Public Administration and/or Economics;
  • Experience with United Nations procurement, finance and/or contracting regulations and procedures is desired;
  • Experience in Mine Action or Knowledge of Mine Action is desired;
  • Computer literacy is required.

Certification:

  • Certified in Procurement or Supply Chain is desired.

Languages

  • Fluency in English (writing, reading and speaking) is required.
  • Fluency in Somali (writing, reading and speaking) is required.
  • Knowledge of other UN official language is desired.
